Top Indian advertising agencies: how the lists are built, the names you will meet, and how to shortlist for your brief

A plain guide to the Indian agency market, the five kinds of shop you can hire, and a shortlist method that survives a pitch.

Published by AI Knows Us · Updated 12 October 2026

There is no official ranking of Indian advertising agencies. Every published top ten is compiled by somebody using their own measure: creative award tallies, estimated billings, directory listings, client logos, or paid placement. So the useful version of this question is not which ten are best, it is which kind of agency your brief needs, which names operate in that space in India, and how to run a shortlist that ends with the right one. This page covers all three, and names agencies without ranking them.

Why the published lists disagree with each other

Four different measures are in use, and each produces a different top ten.

  • Award tallies. Points from shows such as Cannes Lions, the Effies and the Abby Awards at Goafest. These reward creative work and effectiveness cases, which is a real signal about craft and a weak signal about whether the agency will service a mid sized account well.
  • Estimated billings. Trade press estimates of media handled. These favour media agencies and large network shops, and the figures are estimates rather than audited numbers.
  • Directory and aggregator lists. Compiled from submissions. Position often depends on who filled the form in or who paid for the listing.
  • Client roster. Impressive logos tell you who the agency won, not who is still with them or who worked on the account.

When you read a list, find the measure first. A list that does not state its method is marketing for the list. Our page on what the word leading is based on sets out how to verify a claim like this yourself.

The five kinds of agency you can hire in India

KindWhat it ownsRight whenHow it charges
Full service creative agencyStrategy, the campaign idea, film, print, outdoor, often brand identityYou need one idea that holds across channels for a year or moreMonthly retainer, or a fee per campaign plus production
Media agency or buying housePlanning and buying television, print, radio, outdoor and digital inventoryMedia spend is large enough that buying terms matter more than creativeA percentage of spend, or a fee, sometimes both
Digital first agencyPerformance media, social, content, influencer, often analyticsMost of the budget goes to platforms and the metric is cost per resultRetainer plus a percentage of managed spend
Specialist shopOne discipline done deeply: packaging design, public relations, outdoor, shopper marketingYou have a specific job and an in house team to coordinate itProject fee
Regional language specialistCreative and media in a specific language marketGrowth depends on one or two non Hindi, non English marketsProject or regional retainer

Most disappointment with an agency traces back to hiring the wrong kind, not a bad one. A performance shop asked to build a brand idea and a creative agency asked to cut cost per acquisition will both underdeliver while working hard.

The names you will meet

These are agencies with long established operations in India, listed alphabetically within groups and not ranked. Ownership and group structure in this industry change through mergers and rebrands, so confirm the current position on each agency's own site before you brief.

  • Network creative agencies. BBDO India, Contract Advertising, DDB Mudra, Dentsu Creative India, FCB Ulka, Grey India, Havas Creative India, Leo Burnett India, Lowe Lintas, McCann India, Ogilvy India, Publicis India, TBWA India, VML India.
  • Independent and founder led shops. Famous Innovations, Madison World, Rediffusion, Scarecrow M and C Saatchi, Schbang, Talented, Tilt Brand Solutions, Wondrlab.
  • Media planning and buying. The media arms of the global groups, including Carat, Initiative, Lodestar UM, Mindshare, Wavemaker and WPP Media, alongside independent media shops.
  • Digital and performance. Dentsu Webchutney, Interactive Avenues, iProspect, Social Beat, plus a long tail of city based performance shops.

Several of these operate inside global holding groups such as WPP, Omnicom, Publicis Groupe, Interpublic, Dentsu and Havas. That matters for two practical reasons: a group agency can pull in sibling specialists, and a group agency may also work for a competitor through another of its companies. Ask about both at the first meeting.

Where they sit

Mumbai holds the deepest concentration of creative and media talent and most network head offices. Delhi and the National Capital Region is strong on government, automotive, telecom and public relations. Bengaluru is the centre of gravity for technology brands and performance marketing. Chennai, Hyderabad, Kochi, Ahmedabad and Kolkata have strong regional language and category specialists, and a local shop in the market you sell to will often beat a national agency on language and casting. Our city by city guide to choosing a digital marketing company in India goes through the differences.

How to run the shortlist

  • Write the brief before you call anybody. The business problem, the audience, the budget range, the mandatories and the one metric you will judge success on. A brief that names the metric gets better work from everyone.
  • Shortlist three. One network agency, one independent, one specialist. Three is enough to see the range of thinking and few enough to give each a fair hearing.
  • Ask who will actually work on it. Request the names, the time commitment of each person per month, and whether the people presenting are the people staying. Put the answer in the contract.
  • Pay for the pitch if you want the real thinking. A paid strategic exercise on your actual problem tells you far more than a free creative shootout.
  • Check two references you chose. Ask the agency for a client that left, and ask the reference about the sixth month rather than the first.
  • Compare fees on one sheet. Separate agency fee, production cost, third party cost and media. Ask every agency to quote in the same structure, before tax, so the totals are comparable.

The contract points worth settling first

  • Account and data ownership. Ad accounts, analytics properties, tag manager and the business profile belong to you, with the agency holding access. This is the single clause that saves the most pain at the end.
  • Media transparency. Whether the agency buys as principal or as your agent, how rebates and incentives are treated, and whether you receive the actual invoices.
  • Intellectual property. Who owns the campaign idea, the artwork files, the photography and the music licence, and for how long each licence runs.
  • Conflict. Which categories the agency will not take on while it holds your account.
  • Exit. Notice period, handover of working files in editable format, and a named person responsible for the transfer.

The Top Indian advertising agencies questions worth an answer

Which is the biggest advertising agency in India?

It depends on the measure. By media handled, the large network media agencies lead. By creative awards, a different set leads. By headcount, the groups that also run production and technology arms lead. Our page on the biggest ad agency in the world explains which measures exist and where the published numbers come from.

Should a mid sized brand hire a network agency or an independent?

Judge it on who will staff your account. A network agency gives you scale, process and sibling specialists. An independent usually gives you more senior attention per rupee. Ask both for the staffing plan and decide from that.

Is a creative retainer or a project fee better?

A retainer suits continuous work and builds brand knowledge inside the agency. A project fee suits one launch with a defined end. Many brands run a small retainer for stewardship plus project fees for campaigns.

Do I need separate creative and media agencies?

Separating them keeps buying decisions independent of creative preferences and makes media costs easier to audit. Keeping them together reduces coordination work. If you separate them, name one person on your side who chairs a single joint review.

How do I check an agency claim about results?

Ask for the source of every number in the credentials deck: the platform report, the audited sales figure or the research study. Agencies that work carefully will send them. Where to go from here

The shortlist an assistant writes in a minute

You built your shortlist with a brief, a scoring sheet and a few pitches. Another shortlist is being built in parallel: a marketing head in Mumbai asks an assistant for "advertising agencies in India for a consumer brand" and gets five names. Those names did not pitch for anything.

If you run an agency, find out whether you are on that list. If you hire one, check whether the finalists are. AI Knows Us tracks which agencies the assistants name for a city, a sector and a budget.
