A media monitoring tool vs an AI visibility tool: the citation list is a media list

Two public relations platforms have already wired the sources behind an AI answer to a journalist profile and a pitch, which tells you what the useful output is.

For a communications team the pitchable unit has always been the outlet and the person who writes for it. That is why the most valuable field in an AI visibility reading is not the mention rate. It is the list of domains the answer was assembled from, counted, because those are pages somebody owns and some of them are publications you can approach. Two public relations platforms worked this out before most of the measurement vendors did. Cision joined its AI reading to its journalist database on the same screen, and Semrush turned the old Prowly media database into one it describes as AI cited. Read on 20 October 2026, both were live.

What the PR and media monitoring vendors shipped

Each page returned HTTP 200 to a Chrome on Windows agent and to a Safari on macOS agent, bodies saved. One exception is recorded in full further down, because it is the kind of reading that is easy to get wrong.

Where these platforms beat us, and it is the part that matters here

  • We have no journalist database and no outreach product. Cision takes you from a cited outlet to a named reporter, their beat and your history with them, in one click. That is a different and larger product than a reading, and for a comms team it is the half that turns a finding into an action.
  • Cision names nine AI platforms. We name five. If your audience is on a surface outside our five, that is a decisive difference and not a nuance.
  • They publish named customer references. Real people, real titles, real employers, describing what they bought it for. Our evidence is readings and exports, which does not replace a reference call in your sector.
  • Clip reporting is a solved problem there and not here. A board pack built from media coverage, with reach and tone, comes out of these platforms by default.

What our own citation data says a PR team should expect

We counted every source in 1,260 saved ChatGPT and Gemini answers on 16 October 2026. Those readings carried 20,143 citations across 4,947 distinct domains. Sorted by what kind of site each one was, vendor and agency owned sites took 82.0%, official platform documentation 12.3%, news and large publishers 3.2% and review directories 0.7%. A separately written question bank read the day before, 597 usable readings and 10,652 citations, put news and large publishers at 2.5%. Two differently designed question sets, one day apart, both landing between two and four points.

That number is small and it is the most useful figure on this page, because it sizes the work before a retainer is signed. Press is a route into these answers and it is a narrow one. The pile a programme has to move is the 82.0%, and almost all of that is pages a company or an agency owns and publishes itself. So the honest brief for a comms team is this: keep buying coverage for the people who read it, and treat the AI source list as a short, ranked, specific list of the few publications worth adding to the plan rather than as a reason to double the media budget.

How to turn a citation list into a pitch list

  1. Take the cited domains from a full run of your question set and count them. Frequency matters more than any single appearance.
  2. Split them into three buckets: sites you own, sites you can be listed on by filling a form, and publications where a person decides. Only the third bucket is a PR job.
  3. For each publication in the third bucket, read the page that got cited. The angle the engine reached for is the angle to pitch near, not a generic company story.
  4. Check whether the publication is already writing about your category and who signed those pieces. That is the name to approach.
  5. Then write the release properly, because the pitch is still the part that decides it. The news test, the build and the approach are set out in press release marketing, what counts as news and how to pitch it.

One reading we are not going to report as a refusal

On the first pass, muckrack.com returned 403 to our Chrome on Windows agent and 200 with the full page to the Safari on macOS agent, which looks exactly like a site treating one browser differently from another. A later reading the same day returned 200 to both. So the first result was a rate limiter rather than an access decision, and we are recording it as a limiter. A single 403 is never evidence that a site refused anybody, and the honest version of this table has a line like this in it rather than a confident claim built on one request.

Questions a communications team asks about AI answers

Does a media monitoring tool track AI mentions?

Cision and Meltwater both do, as named products, read on 20 October 2026. They run question sets against the assistants and report share of voice, sentiment and the sources behind each answer, inside the same platform as your clip coverage.

Does a PR tool track AI mentions?

The Semrush AI PR Toolkit, which is what Prowly became, sells a media database built around which outlets AI answers cite. So the PR category is answering the question from the outreach end rather than the measurement end, which for a comms buyer is often the more useful end.

Is an AI citation the same thing as a media mention?

No, and the difference is worth keeping in the report. A media mention is an article that exists and can be read by anybody. An AI citation is a page an assistant reached for while writing a private answer, which means the page was already published and the citation tells you it was persuasive.

Can we pitch our way into an AI answer?

You can earn coverage on the publications these answers draw from, which is the same craft you already practise. Size it correctly first: news and large publishers carried 3.2% of the citations in our 16 October 2026 reading and 2.5% the day before, so this is a precise piece of work on a short list rather than a channel to scale.

What should go in the monthly comms pack?

Three blocks. The coverage you already report. The AI reading per engine, with the question count and the date. And the counted list of cited domains, which is the only one of the three that names next month's work.

The list the answer leaves behind

A comms team already knows what to do with a ranked list of outlets. The new thing is that an assistant will produce one as a by product of being asked your buyers' questions, ordered by how often it reached for each source. Whichever platform you run that reading in, export that list and keep it. It is the part of the output that still means something a year later, when the mention rate has moved on.
