Baidu SEO agency: what the work involves in China, the licence question that comes first, and how to judge a provider
What a Baidu SEO service should actually deliver, read against Baidu's own webmaster guide and China's internet rules, and the questions to put to an agency before you sign.

A Baidu SEO agency helps a website get found on Baidu, the main search engine in mainland China. The good ones start with three questions before they touch a keyword: does the business have the right to run a website from mainland China, where will the site be hosted, and who will write the Chinese content. Then they set up Baidu's own webmaster platform, fix what Baidu's crawler cannot read, and build pages around how Chinese buyers phrase their searches. This guide explains each part, using Baidu's search resource platform as it stood on 22 October 2026 and the Chinese regulation on internet information services, so you can judge any agency's proposal line by line.
Why Baidu is a separate job from Google
Most of the logic of search is the same: a crawler fetches your pages, an index stores them, and a ranking system orders them for a query. What changes is everything around that logic. Baidu has its own crawler, Baiduspider, its own webmaster platform (the Baidu Search Resource Platform at ziyuan.baidu.com), its own guidelines and its own penalties. The searcher writes in Chinese, and the site's licence, host and network routes inside China all affect whether people there can load it quickly.
That is why "we do Google SEO, and Baidu is similar" is not a good answer from an agency. The technical audit, the content and the reporting all need to be built for Baidu from the start.
The licence question comes first
China's Measures for the Administration of Internet Information Services (State Council Order No. 292, published on the Chinese government's site gov.cn) set the ground rules. Article 4 says commercial internet information services need a licence and non-commercial ones need a filing, and that nobody may provide internet information services without one or the other. Article 5 adds that news, publishing, education, medical, drug and medical device information services need approval from the relevant authority before the licence or filing. Article 12 requires the licence or filing number to be shown prominently on the website's home page.
You can see this on almost any mainland Chinese site, including Baidu's own: the footer of its resource platform carries its licence number. In practice this is the ICP number that agencies talk about.
For a foreign company, this decides the hosting plan. A credible agency will ask whether you have, or can obtain, a Chinese entity or partner able to hold the filing, and will explain the trade-off if you cannot: hosting outside the mainland avoids the filing, so the agency should then test how fast the site loads for visitors inside China. Baidu's guide says server speed and stability affect both the user and the crawl. Treat any agency that skips this conversation with caution.
If your business is in one of the Article 5 categories, such as medical, education or publishing, make sure the agency raises the extra approval before it builds anything.
What Baidu's own guide asks of a website
Baidu's Search Engine Optimization Guide 2.0 sits in the "search college" of its resource platform. Its latest chapter update is dated 12 December 2014, so read it as Baidu's statement of principles rather than a current checklist. Its main points are still the right starting place for any audit:
- Text over everything else. The guide says Baiduspider reads text, recommends text rather than Flash, images or JavaScript for important content and links, and says content shown through an iframe may be dropped. Agencies should check that key content is in the HTML itself.
- A shallow tree structure. Home page, then channel pages, then article pages, with every page reachable by at least one text link and breadcrumb navigation on larger sites.
- Directories before subdomains. The guide suggests keeping a section as a directory until it has enough content to stand as a site of its own.
- Hosting and network. It warns that some low quality hosts block Baiduspider to save resources, and advises choosing a network provider that serves your users well, since Chinese users split across carriers such as China Unicom and China Telecom.
- Domain choice. It says the domain suffix makes no difference to Baidu web search, but recommends a short, memorable domain that users trust.
- Conversion as the goal. It names conversion rate as the most important measure of search results, with bounce rate, exit rate and time on site as supporting signals.
The platform tools an agency should be using
On 22 October 2026 the Baidu Search Resource Platform menu listed these tools, among others. The descriptions below follow the menu labels. An agency should be able to show you each one in your own account:
| Tool (Chinese label) | What it is for |
|---|---|
| Normal inclusion (普通收录) | Submitting URLs so Baidu discovers new pages |
| Fast crawl (快速抓取) | Asking for quicker crawling of new content |
| Mobile adaptation (移动适配) | Linking desktop pages to their mobile versions |
| Dead link submission (死链提交) | Telling Baidu which removed pages to drop |
| Index volume, traffic and keywords (索引量, 流量与关键词) | Seeing how many pages are indexed and which queries bring visits |
| Crawl diagnosis and crawl errors (抓取诊断, 抓取异常) | Checking how Baiduspider sees a page and where it fails |
| Robots (Robots) | Testing the robots file |
| Site revision (网站改版) | Telling Baidu about a domain or URL change |
| AI traffic analysis (AI流量分析) | A report on AI-related traffic, listed under the platform's search tools |
The account should be registered to your company, with the agency added as a user. If you ever change supplier, you keep the history.
What a Baidu SEO service should deliver
- A market and licence check. Licence or filing status, hosting recommendation, and any sector approvals.
- A technical audit against Baidu. Crawl diagnosis results, text versus script content, site structure, mobile adaptation, load speed from inside China.
- Chinese keyword research. Built from Chinese search behaviour and the platform's own query data, not translated from an English list. Product names, local terms and the way buyers describe a problem often differ from a direct translation.
- Native Chinese content. Written or edited by fluent writers who know your sector. Machine translation with light editing is a common shortcut and an easy one to spot by asking for a sample.
- Monthly reporting from your own account. Index volume, crawl errors, queries and conversions, read from the Baidu platform and your analytics.
Red flags when you buy Baidu SEO
Baidu's guide is clear that it penalises cheating: the guide says the penalty can range from removing the weight gained by the cheating to cutting the whole site's weight, up to removing it from results entirely. It lists hacked sites hiding spam, fake copies of well known company sites and fake customer service numbers as examples. So be wary of:
- Promises of a set ranking position by a set date.
- Large link packages from unrelated sites, or anything the agency will not show you.
- Work done in an account the agency owns rather than yours.
- Content produced only by machine translation.
- No answer on licensing and hosting.
If you also target other markets, our guide to SEO for international sites covers how to structure country and language versions so they do not compete with each other.
Questions about Baidu SEO agencies
Do I need an ICP number to rank on Baidu?
The ICP rule is a Chinese legal requirement for providing internet information services in mainland China, not a published Baidu ranking rule. It matters for SEO because it decides whether you can host inside China, which affects speed for Chinese visitors.
Can a foreign website rank on Baidu?
Nothing in Baidu's guide limits ranking to sites hosted in China. What it stresses is server speed and stability, readable text and a clear structure. A good agency tests load speed from inside China and checks that the content reads as natural Chinese.
How is Baidu SEO different from Google SEO?
The principles are similar, but Baidu has its own crawler, webmaster platform, guidelines and penalties, and the searcher, language and hosting conditions are Chinese. The audit and content need to be built for Baidu.
What should a Baidu SEO report contain?
Index volume, crawl errors, the queries that brought visits and the conversions those visits produced, read from your own Baidu Search Resource Platform account and your analytics.
What decides the timing of Baidu SEO?
Licensing and hosting come first and can take time before content work even starts, and new content then needs to be crawled and indexed. When it shows in rankings or enquiries depends on competition, your offer and your budget, so agree how progress will be measured, such as indexed pages and search traffic in Baidu's webmaster platform, rather than a date.
The same question, asked of an assistant
Baidu now lists an AI traffic report beside its classic search tools, which says a lot about where search is heading. Outside China, the same shift is happening on ChatGPT, Gemini and Perplexity, and a company that sells into several markets can find it is named in one assistant and missing from another. AI Knows Us asks those assistants the questions your buyers ask and shows whether your company is named and which sources the answer relied on.
