Best pharmaceutical advertising agencies compared, and the two network sites that now serve one page

Four big health networks is the shortlist most pharma brands start with, and on 21 October 2026 two of those four domains redirected to the same Omnicom page.

If you are building a shortlist of pharmaceutical advertising agencies, run one check before you write the names down: type each network's own web address into a browser and watch where it lands. On 21 October 2026 we did that. ipghealth.com returned a 301 redirect to omc.com/capabilities/capability-health/. omnicomhealthgroup.com returned a 302 redirect to the same address. Two of the four names a pharma marketer would put on a competitive pitch list now resolve to one document, and neither old address carries a sentence telling you so. That is the first thing to know about this category, and it decides how you run the pitch.

What we read, on one date, on each network's own domain

Every line below was fetched on 21 October 2026 from the company's own site, not from a directory or a trade story. Where a page renders a claim, it is quoted exactly.

Address we typedWhere it landedWhat rendered
ipghealth.comomc.com/capabilities/capability-health/ by 301Branded Omnicom. The health capability is called Omnicom Health. The page does not mention IPG Health or Interpublic anywhere.
omnicomhealthgroup.comomc.com/capabilities/capability-health/ by 302The same document as above. One page, reached from two former network addresses.
publicishealth.comStayed put"Publicis Health" in the header and the copyright line, which reads "© 2026 Publicis Health." Describes itself as "The network at the heart of international health communications." No agencies are listed on it.
havashealth.comhavashealthandyou.com by 301The logo and footer render "Havas Health Network" and the footer line reads "©2024 Havas Health Network". The browser title reads "Homepage - Havas Health and You". No agencies are listed on it.

The Omnicom health page does list operating agencies, which is more than the other two do. Under professional and consumer advertising it names Area 23, Biolumina, RemedyEdge, Olixir, Neon and Propeller. Under medical and scientific it names Adelphi. It also names Market Access, Medical Communications, and Snow for patient engagement.

Why the redirect matters more than any credentials deck

A pharma brand team runs a pitch to get competing thinking and a competing price. If two of the three or four invitations go to shops that report into the same parent, you have paid for one point of view and received it twice. The agencies themselves are real, staffed and different from each other, and the senior people on your account may never meet. The parent is still the same parent, which is where the conflict rules, the client-conflict carve-outs and the final commercial position are set.

So the first question for a network shop is not about capability. It is: name your ultimate parent company, name every other agency inside it that works in my therapeutic area, and tell me which of them you are blocked from competing against. Ask for it in writing before the credentials meeting rather than after it. A network answer to that question is short and specific. An evasive one tells you the pitch is less competitive than it looks.

The criterion this page ranks on, applied to everybody

Ranking pharma shops on creative quality means ranking on taste, and an outsider cannot do it honestly. What an outsider can rank is what each supplier publishes that a buyer can verify before paying, which is the same criterion this site applies in every category.

On that criterion, read on 21 October 2026:

  • Omnicom Health ranks first, on one narrow point: it is the only one of the three that publishes a list of its operating agency names, so a buyer can see which shop is actually being proposed. Against it, the address its predecessor network used now resolves here with no explanation.
  • Publicis Health and Havas Health Network rank below it, because neither lists an agency inside the network on the page we read. Both publish an unverifiable superlative instead. Omnicom Health renders "Omnicom Health is the world's most comprehensive, multi-specialty healthcare communications network." Havas renders "It's what's driven us to build the world's largest global health network that spans over 60+ countries." Two networks, one date, two different claims to be the biggest or the most complete, and no published measure behind either.
  • Nobody publishes a rate card, a staffing ratio or an average review cycle count. That is a finding about what this category discloses and not a judgement on anybody's work.

The public record nobody puts in a pitch, and how to read it

There is one dataset about promotional work in this industry that an agency does not control and cannot curate: the letters the Food and Drug Administration sends about promotional material.

Read on 21 October 2026, the FDA page headed "Untitled Letters" at fda.gov publishes a table with the columns Issued Date, Company / Individual, Product / Issue, Response Letter and Close-Out Letter. The page states that "These letters are supplied by the CDER Freedom of Information Office." The three most recent rows on the day we read it were 9/28/2026, Evolus, Inc., JEUVEAU (prabotulinumtoxinA-xvfs) for injection; 8/21/2026, Alar Pharmaceuticals Inc., ALA-3000 (ketamine pamoate) injection; and 7/28/2026, Travere Therapeutics, Inc., FILSPARI (sparsentan) tablets.

Two ways to use it when you are shortlisting:

  • Look up the brands an agency names as its own work. A letter against a brand is not proof the agency wrote the offending piece, and you should never treat it as one. It is a conversation opener that no credentials deck will raise: ask what happened, who caught it, and what changed in the review process afterwards. A team that answers that calmly and in detail is the team you want.
  • Read two or three letters in full even if nobody on your list appears. They are short, they are specific, and they show exactly which sentence and which placement drew attention. That is a better briefing on promotional risk than any agency training session, and it is free.

Three shortlists, not one, because pharma advertising is three purchases

The phrase covers work that is bought by different people on different timelines, and briefing all of it to one shop is the most common expensive mistake here.

The workWho signs it offWhat to test in the pitch
Professional promotion to prescribers, pharmacists and nursesBrand team plus medical, legal and regulatory reviewAsk how many review rounds their last launch asset took, and how they planned the calendar around it
Direct-to-consumer work aimed at patients and caregiversThe same review chain, plus broadcast and media clearanceAsk to see a piece where risk information shaped the layout rather than being added at the end
Unbranded disease-awareness and educationUsually a lighter review, and the line sits where your regulatory team draws itAsk who decides where that line is on their side, and get the name

The third row is the one most often treated as the junior work, and it is the row that moves the most, for a reason covered in the last section of this page.

The rules themselves, channel by channel, are set out separately on this site in the FDA rules every pharma channel inherits, so this page does not restate them. If your business is closer to instruments, diagnostics, reagents or contract research than to a marketed drug, the shortlist is a different one and the reviewer is a different person, which is covered in best life science marketing agency.

The unbranded work is now answering machines as well as people

Unbranded disease-awareness content was built to be found by a patient typing a symptom into a search box. It is now also the material an assistant reads when somebody asks ChatGPT, Gemini, Perplexity, Claude or Google AI Overviews what a condition is and who treats it, because unbranded pages are the ones written in plain language without a risk-information wall. Whoever writes that content for you is deciding, as a side effect, what the machines repeat about your therapeutic area and which companies they name in the answer.

That is a measurable thing and almost nobody measures it. Ask any agency on your shortlist what the five assistants currently say when a patient asks about your condition in their own words, with your brand name kept out of the question. Most will not have looked. It is a fair question because the answer is checkable and because the content they are asking you to fund is the input to it.

AI Knows Us is not a pharmaceutical advertising agency. We make no promotional material, sit in no review chain and pitch for no brand business, so we belong on none of the shortlists above. What we do is the measurement: your buyers' real questions put to all five surfaces with your name kept out of the question, the companies and sources that got named instead reported back, and the content and placement work that changes the answer. Read on our own pricing page on 21 October 2026, it renders "Every plan starts with the same free scan, so you can see your own numbers before you pay for anything", and the limit that matters more than any price is that SEO Start at $149 is published with no buyer questions, no credits and no engines, so Growth at $299 is the cheapest plan that reads all five surfaces.

Where a rival beats us, plainly, read on 21 October 2026: tryprofound.com/pricing publishes "Up to 9 Answer Engines tracked" on its enterprise tier against our five surfaces, and the bullet "SSO/SAML + SOC 2 compliance". We publish no single sign-on, no SOC 2 report, no ISO certification and no data processing agreement in our rendered pricing text, and every plan gets one login with full access. For a pharma organisation with a security review, that gap is the one that will matter first, and it is better that you hear it here. One contradiction on our own page, reported rather than tidied: our comparison table gives the Agency plan ten businesses covered on one row, and answers "No" to "More than one business" on another. Both render.

Questions brand teams ask when shortlisting a pharma advertising agency

Do I need a specialist health network at all?

For promotional work that goes through medical, legal and regulatory review, a shop that has never been through that process will learn it at your expense and on your timeline. For unbranded awareness, market research or a corporate brief, a generalist can be the better buy and usually the cheaper one. Decide which of the three purchases you are making before you invite anybody.

How do I check who owns the agency pitching to me?

Type the agency's own address into a browser and see where it lands, which is how we found two of the four network sites resolving to one page. Then ask the question directly in writing and compare the answer with what you saw.

What is the single best thing to ask for instead of a credentials deck?

A redacted review log from a comparable project: how many rounds, how long each one took, and what actually changed between versions. It is the one document that shows whether a shop can operate inside a regulated review rather than complain about it.

Is an untitled letter against a brand a reason to drop an agency?

No. It is a reason to ask a question. The letters are public, dated and specific, and a team that can walk you through one calmly is demonstrating exactly the judgement you are hiring.

How much of the budget should sit in unbranded work?

That is a brand-by-brand call and anybody who gives you a percentage without seeing your label has not read it. What is worth protecting is that the unbranded content is written by somebody senior, because it is the material patients find first and now the material assistants quote first.

One note on method, because it changes how you should read the table at the top. Every address above was typed on 21 October 2026 and the status code recorded. A redirect records what a server did on one date. It is not a legal statement about who owns what, and if you are making a contractual decision you should ask the parent company directly and get the answer in writing.
