Best SEM agencies and search marketing agencies compared, and the fee model that decides what you get

Search engine marketing means paid search to most agencies and both paid and organic to some. The scope ambiguity is where the money leaks, and it is fixable in one clause.

Published by AI Knows Us · Updated 22 October 2026

The first thing to settle with an SEM agency is what SEM means to them, because the term carries two definitions and both are in circulation. To most agencies, job adverts and Google's own product language, it means paid search. In its original sense it covered paid and organic together. A contract that does not say which one you bought is a contract with a gap in it.

Ask once, get it in writing, and the rest of the shortlist gets straightforward.

The three kinds of search agency

The paid search specialist. Google Ads, Microsoft Advertising, shopping feeds, and increasingly ads inside AI surfaces. Judged on cost per acquisition and on whether the account structure survives contact with your product range.

The full search agency. Paid and organic in one team, which is genuinely useful because the two share keyword research and landing pages. The risk is that one discipline subsidises the other inside a single retainer and you cannot see which.

The performance agency with published economics. WebFX publishes both ranges and method at webfx.com/seo/pricing, read 21 October 2026: "$1,000 to $5,000 per month for monthly retainers, $75 to $200 per hour for consulting, and $500 to $5,000 per project", with "most businesses spend $2,500 per month". The same page carries a points based scoping rubric where market location and market competition each score one to four points, which lets a buyer see how a quote was constructed. Its service list now includes enterprise GEO services and ChatGPT optimisation.

Two more comparison points, both read the same day. Directive Consulting, at directiveconsulting.com, is business to business focused and organises around divisions it calls Performance, Commerce and Communications with an in house platform named DiscoverabilityOS, and publishes no price. Disruptive Advertising, at disruptiveadvertising.com, lists paid search, paid social, SEO, Amazon, lifecycle marketing, conversion work, creative, analytics and lead generation, with named verticals, and opens with a free marketing audit instead of a rate card. A trade specialist such as Hook Agency publishes per service monthly rates at hookagency.com/pricing, with paid search management from $2,000 a month that "scales based on service scope & ad spend".

The fee model, which decides what the agency optimises for

Three models and each one points the work in a direction.

Percentage of media spend. Usually ten to twenty percent and falling as budget rises. It rewards spending more, so agree a ceiling in writing.

Flat monthly retainer. Rewards keeping the account simple, so watch for scope that quietly narrows to whatever is least work.

Hourly or project. Rewards nothing in particular, which makes it the cleanest model for a defined piece of work and the worst for ongoing management.

None of the three is wrong. Knowing which incentive you have bought is the whole point, and the honest agencies will discuss it directly.

The ranking criterion, and where everyone lands

Ranked on what the firm publishes about price and scope before a sales call, measured on 21 October 2026: WebFX first, because both the ranges and the rubric are public. Hook Agency second, with per service monthly rates and a clear note on which figures are starting prices. Disruptive Advertising and Directive Consulting share third, with complete service lists and no published economics. scorpion.co returned HTTP 403 to our request, so it is not ranked and nothing is claimed about it either way.

That criterion measures disclosure rather than performance, which is its honest limit. An agency can publish nothing and run an excellent account.

Five clauses worth having

The definition clause. State in one sentence whether SEM here includes organic. This is the single highest value sentence in the contract.

Account ownership. Your Google Ads account, your Analytics, your tag manager, your conversion definitions. Agency owned accounts are the most common cause of a painful exit.

A spend ceiling and a change process. Especially on a percentage model.

A reporting source you can read directly. If the only view of performance is the agency's slide, you cannot grade the work.

The naming question, named in scope. This leads into the last section and it is the clause almost nobody has yet.

The measurement an SEM agency should be held to and does not report

AI Knows Us is not an agency. We pitch for no retainers, write no campaigns, buy no media and build no websites, so nothing below is a bid against the firms named on this page. What we sell is one measurement that belongs in an agency scorecard and is almost never in one: when a buyer asks ChatGPT, Gemini, Perplexity, Claude or Google AI Overviews who to buy from, in a question that never names your business, does your name come out, and whose name comes out instead?

Search agencies are the most directly affected of all the agency types by this shift, because their product is the search result and a growing share of searches now end in a written answer instead. The suites they work in have already adapted: Semrush lists AI visibility, prompt research and AI brand sentiment on its own feature page, and WebFX sells GEO services. What is usually still missing from the monthly report is the number: on your buyer's questions, asked blind, how often are you named, and who is named instead.

Two rules behind every rate we publish. The buyer question never names the business being measured, because a question containing the brand name produces an answer containing it. And every rate carries a 95 percent Wilson interval, so a move inside the noise is reported as noise. Our rendered pricing text carries no single sign on, no white label, no SOC 2, no ISO and no data processing agreement, and Profound publishes both single sign on and SOC 2 on its enterprise tier at tryprofound.com/pricing, read the same day, where we publish neither.

Our own numbers, for anyone checking that we publish what we ask agencies to publish. The full ladder is plain text at aiknowsus.com/llms.txt, read 21 October 2026: SEO Start $149 a month with no buyer questions watched, Growth $299 with 100 buyer questions watched, 1,200 scheduled answers a month and five engines, SEO Scale $699, Scale $599 with 300 questions, Inbound $1,099 with 200 questions, Outbound $1,299 with 30 questions and four engines, Agency $1,299 with 80 questions and 12,300 credits, Everything $1,799 with 300 questions and 3,600 scheduled answers. A 1,000 credit top up is $49 and $149 is the published United States floor. Managed GEO is listed at Rs 88,499 to Rs 2,35,999 a month with a three month minimum, published in rupees only, so we quote the rupee figure rather than converting it. A credit is one buyer question put to one app once; a Claude check costs three credits and most checks cost one.

Correction, 21 October 2026. This page used to say that our pricing page serves rupee prices in its first response and that a crawler reading it sees rupees. That was wrong. Requested as a crawler on 21 October 2026, it returned 119,203 bytes carrying 24 dollar figures in its visible text, every plan price among them, alongside 31 rupee figures, and it states in its own words that it is rendered on the server for every visitor and every crawler. The plain text file is the server rendered source.

If the real question is whether to use an agency at all, that decision turns mostly on monthly spend, and it is worked through in agency, freelancer or in house for Google Ads. No other page on this site links to that one, measured across the 2,017 of 2,082 live pages whose text we can read, on 21 October 2026. The definitional argument behind the word SEM is covered in the difference between SEO and SEM.

What buyers ask about SEM agencies

What monthly spend justifies an agency? Below a few thousand dollars of media the management fee is a large share of the total and in house or a freelancer usually wins. Above that the structural work pays for itself.

Should paid and organic be the same supplier? It is efficient and it makes the reporting self graded. If you use one supplier, get the two disciplines reported separately with separate hours.

How long before I can judge a paid account? Six to eight weeks for structure and cost per lead. Anything claimed sooner is reading noise.
