Best WhatsApp marketing software compared, and why bulk senders cannot work inside Meta's published rules

Thirteen ways of asking this question split into two completely different products. One is billed per message by Meta and needs opt in. The other is sold as bulk sending and cannot do what it says.

Two different products are sold under this phrase and they are not competitors, because only one of them operates inside the rules of the platform it sends on. Working out which you are being shown is the entire purchase decision, and Meta publishes everything you need to tell them apart.

What Meta actually publishes, because it settles the question

Read at developers.facebook.com/docs/whatsapp/pricing on 21 October 2026, which is Meta's own documentation, the WhatsApp Business Platform works like this.

Billing is per message, not per conversation. In its words, "Meta charges on a per-message basis, aligned to industry standards." Conversation based pricing "is deprecated" and was replaced on 1 July 2025, so any vendor or article still quoting a per conversation rate is working from a superseded model.

You are charged on delivery. "Businesses are only charged when a message is _delivered_."

There is a free allowance and it is narrow. "Each business phone number has one free tier of 1,000 delivered service messages per month", and "Unused service messages in the free tier do not roll over to the next month." That tier applies to service messages only and took effect on 1 October 2026, which makes it one of the newest facts on this page.

Marketing, utility and authentication templates are charged. Service messages are charged once the free tier is used. Messages from users to businesses are free, in its words "Meta does **not** charge for messages from users to businesses."

There is a free window after an ad click. If a user messages from a Click to WhatsApp ad on the Android or iOS app, a free entry point window opens and "may remain open for up to 7 days", during which Meta "does _not_ charge for marketing, utility, authentication or service messages", with the exception that it "continues to charge for Meta Business Agent messages in the FEP window."

Rates vary by country. "Charges by message category vary based on the recipient WhatsApp phone number's country calling code", with rates published for 47 markets. A single global cost per message does not exist.

And the line that decides everything. "you can only send messages to WhatsApp users who have opted in to receiving messages from you."

Why that last line rules out the bulk category

Four of the phrasings behind this page are explicitly about bulk sending. Those tools are generally sold on a one off licence or a cheap monthly fee and they work by automating the consumer or WhatsApp Business app on a device, rather than by connecting to the Business Platform. That is how they can advertise sending to lists without per message charges, because they are not inside the system that charges.

The structural problem is the opt in requirement above, not a price. A list you bought or scraped is by definition not a list that opted in to messages from you, and the official route has no mechanism for sending to one. So a bulk tool is not a cheaper version of the official product. It is a different thing operating outside the rules the platform publishes.

One honesty note about the limits of this reading. Meta's pricing document contains no information about unauthorised or bulk sending, about bans or about enforcement. This page therefore does not claim that Meta publishes a ban policy, because on the page read today it does not. What it publishes is the opt in requirement, and that alone is enough to tell you a bought list has no legitimate route.

So what gets ranked, and what does not

Meta's own published terms rank first on this page, as the thing to check before you evaluate any vendor. Every legitimate WhatsApp marketing tool is a layer over the Business Platform, and the per message cost, the delivery based billing, the 1,000 free service messages a month and the country specific rates are yours regardless of which layer you choose. A vendor cannot discount Meta's charge and any vendor implying it can is describing something else.

This page ranks no individual software vendor first, and the reason is stated rather than worked around. The business solution providers in this category publish their platform fee inconsistently and none of them publishes the combined cost, which is their fee plus Meta's per message charge at your country mix. Without that combined figure there is nothing checkable to rank them on, and ranking them on feature lists would be ranking them on the half that does not determine your bill.

And the bulk tools are not ranked at all, in any position, because recommending a tool whose method conflicts with the published opt in rule of the platform it sends on would be recommending a risk to your business number rather than a product.

What to ask any provider, and the price question done properly

One of the searches behind this page is simply about price, so here is how to get a real number. Ask for the platform fee and the Meta per message charge separately, for your actual country mix, by message category. A provider quoting one blended figure is either absorbing Meta's charge, in which case ask what happens when your volume rises, or they have not separated it, in which case your bill will move with your geography.

Three more questions. Whose WhatsApp Business Account is it, because it must be yours and not the provider's, or you cannot leave with your number or your templates. How are templates submitted and what happens when one is rejected, since template approval is Meta's decision and the provider's job is only to handle it well. And where is the opt in record stored and can you export it, which on this channel is the compliance evidence and not a nice to have.

If you are in the United States, one honest note on fit

This page answers real United States search demand, measured at 260 a month for the largest group. It is modest because WhatsApp is a far larger marketing channel in India, Brazil, Indonesia and much of Europe than it is in the US, where SMS and email carry most of the same jobs. If your customers are American and you are choosing between WhatsApp and SMS for a first messaging channel, SMS is usually the right answer and the published per message arithmetic for it is easier to model. If a meaningful share of your buyers are outside the US, the opposite is true and this channel is the cheaper one.

The question no messaging tool answers

Everything above concerns messages to people who already opted in. The step before that increasingly happens inside an assistant, where a buyer asks which suppliers in a category are worth considering and gets two or three names back in prose. No click, no visit, no opt in. If you are not one of the names, nobody ever reaches the point of giving you a number.

AI Knows Us exists for that single row, and we are not a WhatsApp tool and not a business solution provider. We send no messages, hold no numbers and manage no templates. We watch the buying questions your market asks across ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews and report which answers name you, which name a rival and which name nobody at all. The limits to judge us on are published rather than quoted on a call. At aiknowsus.com/pricing, read 23 October 2026, Growth at 299 dollars a month covers 100 buyer questions and 1,200 scheduled answers across all five surfaces, Scale at 599 dollars covers 300 questions and 3,500 scheduled answers, and a Claude check costs 3 credits where most checks cost 1. SEO Start at 149 dollars renders zero buyer questions, zero credits and zero engines, so it does not do this job and the floor price is not the price of this work. The page also publishes a free scan, in its own words "Run a free scan on your own domain and read what the AI apps say about you today", with "No account needed".

Where a rival beats us, and it is the fact a procurement reviewer will care about most. Our rendered pricing text carries no SSO, no SOC 2, no ISO certification, no white label and no data processing agreement, checked on 21 October 2026. Vendors in our own category do publish some of those. If you are buying under a security review, that absence is the more important fact about us than anything else on this page.

Scope

This page is about choosing software and understanding the cost model. It deliberately does not target whatsapp marketing samples, whatsapp marketing sample or whatsapp marketing message sample, which an existing page on this site already pools with eight copyable messages and the rules behind them, nor the WhatsApp Business greeting message subject, which is a separate page here. If you have chosen a provider and want the message wording, those are the pages to read.

What buyers ask

Is bulk WhatsApp software illegal. This page does not make a legal claim. What is checkable is that Meta publishes an opt in requirement, and a bought list cannot satisfy it, so the method has no legitimate route on the official platform.

What does one message cost. There is no single answer by design. Meta publishes rates for 47 markets and the charge depends on the recipient's country code and the message category, and you are charged only on delivery.

Can I use the free WhatsApp Business app instead of a platform. For a small business replying to customers, yes, and it is the right starting point. Marketing templates at volume need the Business Platform and therefore the per message charge.

What is the free tier really worth. 1,000 delivered service messages per phone number per month, effective 1 October 2026, service messages only, with no rollover. Useful for support and not a marketing allowance.

If you have the platform and the gap is the first message a customer receives, our page on the WhatsApp Business greeting message and the settings that decide who gets it. No other page on this site links to that one, measured on 21 October 2026 across 2,490 stored bodies (2,118 published drafts plus 372 fetched live pages) against 2,404 live pages, with my own wave excluded. 978 of those 2,404 pages, 40.7 percent, carry no inbound link from anywhere on the site, and that figure is an upper bound, because a body we cannot read cannot be counted as a linker.
