Digital marketing, SEO and social media agencies in Egypt: the EDM licence rules, the platforms and what a proposal should name

Before you hire a digital marketing, SEO or social media agency in Egypt, ask how it will handle marketing licences under the Personal Data Protection Law. The Personal Data Protection Center's guideline on electronic direct marketing says the business behind a campaign needs an "EDM for Self" licence or permit, and an agency that sends messages on your behalf needs an "EDM for others" one. Both must work from valid consent. Then ask for a written list of the Google, Facebook and YouTube work the agency will do each month, and keep every account in your company's name. Google carries about 96% of searches in Egypt, so SEO here is Google SEO, done in the language your buyers actually search in.

Where Egyptian customers search and scroll

StatCounter's September 2026 figures for Egypt show Google with 96.41% of search, Bing with 2.52% and Yandex with 0.52%. On social media, Facebook sends 62.37% of the visits that social networks send to websites, YouTube 23.96%, Instagram 7.43% and X (Twitter) 4.69%. That YouTube share is far above the 3.19% StatCounter shows for Nigeria in the same month, so a social media agency in Egypt that only talks about Facebook and Instagram posts is leaving out the second biggest source of social traffic.

Language is the other early decision. Keyword Planner shows agency searches such as "digital marketing agency egypt" being typed in English in Egypt. Arabic phrasings of the same services need their own check. Check both versions of your key terms in Google Keyword Planner, and give each language its own page instead of mixing Arabic and English on one URL.

The marketing licence your agency has to explain

Egypt's Personal Data Protection Law, Law No. 151 of 2020, has a chapter on electronic direct marketing, and its Executive Regulations were issued by Decision No. 816 of 2025. The Personal Data Protection Center's EDM guideline (version 1.1, 26 January 2026) sets out what that means in practice. (Read via the Internet Archive snapshot of 10 August 2026.)

  • What counts. Emails, SMS, instant messages, live calls and automated calls that promote goods, services or causes to specific people. The guideline says billboards, TV, radio and print ads fall outside, and that a website banner shown the same way to every visitor is not EDM, but a banner "personalised, targeted, or triggered" by personal data may be.
  • Two roles. The creator decides the campaign; the sender delivers it. Your company is usually the creator and needs an "EDM for Self" licence or permit; an agency that sends for you needs "EDM for others", unless you send yourself.
  • What each message must carry. The identity of the creator and the sender, the sender's contact details, the purpose of the message stated plainly, and a working opt-out.
  • Opt-outs. Clear, free of charge, and no more than two steps. The guideline's own example is a system that tells people to reply "STOP" but only reads another keyword, which makes the messages unlawful.
  • Records. Senders must keep consent records for three years from the last message sent.
  • Existing customers. During the law's one-year compliance grace period, creators may rely on a "soft opt in" for existing customers buying similar products, but the opt-out duty still applies.

The guideline also says cookies used for marketing need prior valid consent, and it names "dark patterns" in consent banners, where accept is emphasised and refuse is hidden, as making consent invalid. Your agency installs tags and banners, so agree in writing who is responsible for each one.

What an Egyptian agency proposal should name

ServiceWhat the proposal should say
SEOPages written or improved each month and in which language, technical fixes and who makes them, Business Profile work, where links come from
Social mediaPosts and ads per platform including YouTube, who approves copy, and how leads from messages are counted
Email, SMS and WhatsApp campaignsWhich EDM licence each side holds, where consent is recorded, how opt-outs reach every system
Google AdsThe account in your company's name, media budget separate from the fee, and VAT treatment
BrandingThe files you receive, the usage rights, and who owns the logo and brand assets at the end

On VAT: Google says that from 1 July 2024 it charges 14% VAT to Google Ads accounts with an Egypt business address unless you give it a valid Tax Registration Number and Unique Identification Number. Ask whether a quoted ad budget includes that, and enter your own tax details in your own account.

Misleading claims and ranking promises

Egypt's Consumer Protection Agency takes complaints on hotline 19588 and publishes warnings to consumers, including one on misleading car adverts. Treat its interest in misleading advertising as a reason to keep claims in your ads checkable. For SEO, Google's own page on hiring an SEO says "No one can guarantee a #1 ranking on Google. Beware of SEOs that claim to guarantee rankings, allege a 'special relationship' with Google, or advertise a 'priority submit' to Google." It also says organic results cost nothing to appear in. An Egyptian agency that sells guaranteed first-page rankings has told you what you need to know.

Cairo, Alexandria and the districts

For a shop, clinic or office, the local results on Google matter more than the national ones. Google says local results are "mainly based on relevance, distance, and popularity", so a business in Maadi, Zamalek or Nasr City competes mostly with nearby businesses, not with all of Cairo. Set your Business Profile at the address customers visit, write a page for each area you really serve, and ask for reviews that name the service. The same applies in Alexandria. If you are comparing advertising agencies in Cairo or Alexandria, judge the plan and the person who will run your account; the agency's own district says little about the work.

Questions about hiring a digital marketing agency in Egypt

Does the data protection law affect our social media ads?

Ads shown the same way to everyone are outside the EDM chapter, according to the PDPC guideline. Messages, calls and personalised ads aimed at specific people are inside it, and cookies used for marketing need consent.

Who holds the EDM licence, us or the agency?

Usually both. The guideline says the creator of the campaign needs "EDM for Self" and a separate sender needs "EDM for others". If you send messages yourself, you are both creator and sender.

Should our SEO be in Arabic or English?

Whichever your buyers search in, and often both. Check each term in Keyword Planner and build one page per language.

Do we need a Cairo agency to rank in Cairo?

No. Local ranking follows your Business Profile, your pages and your reviews. Any competent agency can build those for a Cairo or Alexandria business.

When can we judge whether our agency's work is paying off?

Read Search Console for impressions and positions, the Business Profile performance report for calls and direction requests, and cost per enquiry in Google Ads and Meta Ads Manager. The outcome depends on competition, your offer and your budget.

What Egyptian buyers hear from AI assistants

Ask an assistant for the best digital marketing agency in Egypt, in English or in Arabic, and the names it returns can differ by language and by assistant, because each answer is assembled from the pages that assistant reads in that language. A firm with a strong English site and no Arabic presence can appear in one answer and vanish from the other. That makes it worth asking your own buyer questions both ways, with your company name left out. AI Knows Us runs that kind of check across ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews and shows which sources each answer used.
