Google Ads manager accounts and account access, who owns the account and the structure to set up before an agency touches it

A manager account links accounts you administer. It is not the same as an agency owning your account, and the difference only becomes visible on the day the relationship ends.

A Google Ads manager account is a container that links other Google Ads accounts so one login can administer several of them. It is what an agency uses to work across its clients, and what a company with several brands or territories uses to hold them together. It is not the same thing as the agency owning your advertising account, and conflating the two is how businesses end up having to rebuild from scratch after changing supplier. The structure to aim for is simple: you own the account, you hold administrative access to it, and the agency's manager account is linked to it and can be unlinked.

Google reports 90 searches a month in the United Kingdom alone for "google adwords manager" and 90 for "google ppc manager", with 50 for "adwords business manager" and 40 for "adwords campaign manager", harvested on 22 October 2026 against the United Kingdom target on its own. The same words get used for the software container and for the person doing the work, which is exactly the confusion this page is about.

The three things people mean by this phrase

  • The manager account. The container, previously branded My Client Center, which links and administers other accounts. One sign in, a list of accounts, consolidated billing if you want it.
  • The person. An in house specialist, a freelancer or an agency doing the work. What you are buying from them, how the fee is built and the clauses worth settling are covered in what an Ads management agency is actually selling.
  • The access level. What a given email address is permitted to do inside an account. This is the one that matters on the day somebody leaves, and it is the one almost nobody documents.

How the linking actually works

Google's own documentation describes the process and it is worth knowing before anybody asks you to accept a request. From its help page on linking accounts to a manager account, read at support.google.com on 22 October 2026, the manager sends a request by entering your account's Customer ID, and "To link multiple accounts at once, enter one Customer ID per line."

On your side: "If you have administrative access to the invited account, or access to a linked manager account that has administrative ownership of that account, you'll receive emails inviting you to link to the manager account." The request appears under a Managers tab within Access and security in the Admin menu, where it can be accepted or declined.

Two consequences follow from those two sentences and they are the whole of the governance question. First, a link request has to be accepted by somebody with administrative access, which means whoever holds that access controls who gets to manage your advertising. Second, the request is a link rather than a transfer, so the account can exist with no manager linked at all. An account created by an agency inside its own manager account is a different situation, because then the ownership sits with them from the start.

The structure to set up before an agency touches it

  • Create the account yourself, on a company email address. Not a personal one, not a marketing manager's one, and not the agency's. The email that created the account is the thing hardest to change later.
  • Keep administrative access on at least two internal addresses. One person leaving should not lock the business out of its own advertising. Two is the minimum and a shared company address is not a substitute for two named ones.
  • Give the agency access at the level the work needs, by linking their manager account. Then the relationship can end with an unlink rather than a negotiation.
  • Own the conversion tracking and the analytics property too. This is the one people miss, and it is more painful than the ads account. If the conversion tracking lives in the agency's own property, you lose the history that makes the account worth anything.
  • Write down who has what, with dates. One table, reviewed when anybody joins or leaves. The review is the point; the table is just where it lives.

When a manager account structure is genuinely the right answer

SituationStructureWhy
One business, one marketA single account, no manager neededA manager account adds administration and no benefit
Several territories or branches with separate budgetsOne account per territory under one manager accountSeparate budgets, separate reporting, and brand terms can be run centrally
Several distinct brandsOne account per brand under one managerEach brand's performance history stays its own, which matters if one is ever sold
An agency with clientsThe agency's manager account linked to each client's own accountThe client keeps ownership and the agency keeps one login
A franchise networkOne account per franchisee under a central managerLocal control of local budget with central control of the brand terms

That last row is the structure with the most moving parts, because the money and the brand pull in opposite directions. How the account split, the central brand term handling and the billing are usually arranged is set out in Google Ads for franchises, one account per territory.

The three access problems that turn up in real British businesses

These come up again and again and each has a cheap fix taken in advance.

  • The account was created by a former employee's personal address. The business has spend history it cannot administer. Add a second administrator today, while the current one is still contactable, and this problem never happens.
  • The agency created the account inside their own manager. Perfectly normal and not sinister, but it means the asset was theirs from the start. Ask at the point of signing what happens to the account at the end of the relationship, and get the answer in the contract rather than in an email.
  • Everybody has administrative access. The opposite failure. Six people who can change billing and remove each other is not governance. Two administrators and everyone else on the level their job requires.

One warning worth passing on about hiring. Be wary of any supplier who will not give you administrative access to your own account, whatever the reason offered. Visibility into the account is how you judge the work, and a refusal to grant it is a refusal to be judged.

Questions about Google Ads manager accounts

What is a Google Ads manager account

A container that links other Google Ads accounts so one sign in can administer several. It was previously called My Client Center. It is what agencies and multi brand businesses use, and a single business advertising in one market does not need one.

Is a manager account the same as owning the account

No. Linking is a permission relationship and it can be undone from either side. Ownership is a separate matter determined by who created the account and who holds administrative access to it. An account created inside an agency's manager account is a different situation from an account you created and then linked.

How do I link my Google Ads account to an agency

The agency sends a link request using your Customer ID. Google's documentation states the invitation goes to anybody with administrative access to the invited account, and the request appears under the Managers tab within Access and security in the Admin menu, where it can be accepted or declined.

How do I get my Google Ads account back from an agency

If the account is yours and you hold administrative access, unlink their manager account from the Managers tab. If the account was created inside their manager account, you are asking for a transfer rather than an unlink, which is a commercial conversation. That is the reason to settle it in the contract at the start.

How many people should have admin access

Two named internal people as a minimum, so one departure does not lock the business out, and no more than that unless there is a reason. Everyone else gets the level their job needs, and the list gets reviewed whenever somebody joins or leaves.

Do I need a separate account for each location

Only when the locations have separate budgets or need separate reporting. If one budget covers everything, one account with location targeting is simpler. Separate accounts under one manager become right the moment two people are each answerable for their own spend.

The account structure that has no admin panel

Everything above is about controlling the surfaces where you buy attention. There is one where nobody has an account at all. When a buyer asks an assistant which firm to use, it writes a short answer and names a company or two, and that answer is built from whatever has been published about them rather than from any bid, budget or access level. For a business with a well structured, carefully governed advertising account, the uncomfortable finding is usually that the shortlist a buyer is handed by an assistant has no relationship to it. It is worth knowing which companies come back for your own category when your name is kept out of the question. AI Knows Us puts those buying questions to the main assistants and records who gets named and the sources behind each answer.
