How a UAE company actually buys a marketing supplier, step by step, and where the weeks go
Six stages, and the four places a UAE purchase stalls that have nothing to do with the agency you picked.

If you are selling to UAE companies, or buying as one for the first time, the process below is what the purchase looks like in practice. It is longer than the pitch timeline suggests, and the delays are almost always internal rather than commercial. Knowing where they are is what lets you compress them.
Stage one, somebody internal decides there is a problem
The trigger is usually a number that moved or a competitor who appeared. At this stage there is no brief, no budget line and no owner. Nothing can be sold into this stage and plenty is attempted. If you are the buyer, the useful move is to write the problem down in one sentence and get agreement on it before you talk to anybody.
Stage two, an informal canvass
The person with the problem asks three or four people they trust, looks at what competitors appear to be doing, and increasingly asks an assistant. This is where a supplier either enters the consideration set or does not, and it happens before any formal process exists.
Our own reading of this market says something specific about that last channel. On 22 October 2026 we put 198 UAE buying questions to ChatGPT and Gemini with the market fixed inside the prompt, and took 60 blind readings. 34 of the 60 named no supplier at all, and the businesses named most often were global software rather than UAE firms. So the informal canvass in this market, when it runs through an assistant, frequently returns nobody local. That is a gap in the market rather than a failure of the buyer's question.
Stage three, budget and the approval chain
This is the stage where the weeks go, and it is where most suppliers lose time without knowing why. Three things are happening and none of them involve the agency.
- Finding the budget line. A new marketing spend often has to come out of an existing allocation, which means somebody else loses it.
- Establishing who signs. In group structures and family businesses the signature is frequently several steps above the person running the process, and the person at the top asks a different question than the person at the bottom.
- Deciding the supplier shape. Agency, freelancer, software or a new hire. The budget is often approved for a shape rather than for an outcome, which decides the shortlist before anybody is contacted.
If you are buying, settle all three before you contact a single supplier. It is the difference between a four week process and a ten week one.
Stage four, the requirement and the shortlist
A one page requirement, three to eight suppliers contacted, and documents requested. The UAE specific items that appear at this stage are the trade licence and activity list, the invoicing entity and currency, and for anything involving paid or creator work, which entity will hold the accounts and permissions. A supplier that cannot answer those three by return is adding a week.
Stage five, the evidence pass
Three to five working days in which the buyer reads what arrived: licence, one case with a number and a date, named delivery people, a sample monthly report. This is the stage that decides the outcome, and it is almost entirely document driven. Meetings at this stage change the ranking much less often than buyers expect.
Stage six, contract and start
Six points to settle, and they are the same six whatever the supplier shape. Notice period and work in progress. Ownership of accounts, content and data. Invoice currency and issuing entity. Governing law and venue. What personal data is processed and where, which is where the federal data protection law and the 2024 telemarketing rules apply if the supplier touches your customer lists. And the single number the engagement will be judged on.
The four places this purchase actually stalls
- No named owner. A process with three interested people and no owner stops whenever all three are busy.
- The signature is higher than the process. Find out who signs in stage three, not stage six.
- Nobody can deploy a change to the website. This one is invisible until the work starts and then it halts everything. Identify the person or the agency that can ship a change before you sign.
- The calendar. Ramadan, Eid, the summer and the exhibition season all move internal availability in this market. A process started two weeks before a long break is a process that resumes a month later.
Questions UAE buyers and suppliers ask about this process
How long should it take? Four to six weeks is achievable if stage three is done before stage four. Ten weeks or more usually means the budget and the signature were being resolved while suppliers were being met.
Do we need a formal tender? Larger and government adjacent buyers will have one, and most private companies will not. If you do, the document pack is the process and the meetings are a formality.
How many suppliers should be invited? Enough to compare and few enough to read properly. Three serious responses against one written requirement beats eight partial ones.
Who should attend the final conversations? The owner of the number, the person who can deploy site changes, and whoever signs if they are willing. Missing the third one is the commonest cause of a reopened decision.
What is the most useful thing a supplier can send unprompted? A redacted sample monthly report from a live account. It answers more buyer questions than a credentials deck and it takes them five minutes to send.
Does the process differ in a free zone company? The commercial stages are the same and the approval chain is often shorter, because the decision and the signature sit closer together. The paperwork at stage six differs, since the invoicing entity and the licence come from the free zone authority rather than the mainland department, and your supplier should be able to handle either without comment.
What changes when the buyer is a government related entity? Stage three gets longer and stage five gets more formal, with a document pack rather than a conversation and an evidence standard set in advance. The practical consequence for a supplier is that everything which can be prepared in advance should be: licence, registrations, named team, references and a sample report.
The thing to do in stage one that pays off in stage six
Take a reading before any supplier is contacted. Ask the engines your own buying questions, with the United Arab Emirates in the question text, and record which firms are named and which sources are cited. It costs half an hour, it tells you whether your problem is absence or displacement, and it is the only baseline nobody can reconstruct once work has started. AI Knows Us keeps that reading monthly across ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews, reporting answers that cited your pages separately from answers that named your business. For a UAE buyer the plan that reads all five engines is 199 dollars a month, the price outside the United States and the United Kingdom, read from aiknowsus.com on 22 October 2026.
