SEO and digital marketing companies in South Africa: what the work covers, how it is priced and the POPIA check every lead form needs
How a South African business should buy SEO, local SEO, content, link building and lead generation, built on POPIA section 69, the Information Regulator's direct marketing guidance, CIPC records and StatCounter's September 2026 search figures, read on 22 October 2026.

A good SEO company in South Africa does three things in order: it fixes what stops Google reading your site, it builds one page for each service and each place your buyers type, and it ties your business to a real address through your Google Business Profile. Buy those three in writing, keep every account in your own name, and check that any lead form or email list the supplier builds meets POPIA section 69. That is the whole test, and it works on a Cape Town agency, a Johannesburg freelancer or a firm in Durban, Pretoria or Bloemfontein.
This guide does not rank companies. It gives you the scope of a sound engagement, the South African rules around it, and the questions that expose a weak pitch.
Why search in South Africa is mostly a Google question
StatCounter's figures for South Africa in September 2026 put Google at 91.75 percent of search engine use and Bing at 7.36 percent (StatCounter, South Africa). So nearly all organic search work here is Google work, with Bing Webmaster Tools worth a short setup because it is free.
The market is spread unevenly. Stats SA's Census 2022 counted 62 million people, with Gauteng the largest province at 15 million and about 56 percent of the population living in Gauteng, KwaZulu-Natal and the Western Cape. That is why most agency searches come from Johannesburg, Pretoria, Durban and Cape Town, and why a business outside those metros should still name its own town on its pages rather than borrow a metro's name.
Your domain sends a country signal. The .ZA Domain Name Authority manages the .za namespace, the country code for South Africa. A .co.za address tells Google the site serves South Africa. A .com can rank here too, but then the address, the phone number, prices in rand and South African place names have to do that job instead.
What an SEO engagement should contain
| Item | What to ask for in writing |
|---|---|
| Technical audit | Crawl errors, mobile speed, duplicate pages, redirects and the sitemap, ranked by impact, with the fix for each |
| Keyword plan | The terms behind each page, with the volume source and the South African location used |
| Pages | How many, who writes them, who checks facts, and who owns them afterwards |
| Local work | Business Profile category, service areas, photos, a review routine, and consistent name, address and phone number |
| Links | Where links will come from, named by type, and what the supplier will not do |
| Reporting | Clicks, impressions and enquiries, pulled from your own Search Console and analytics |
| Access | Search Console, analytics, Business Profile and ad accounts set up in your name |
The order of the work is the same everywhere. Our technical SEO checklist gives the sequence to expect from the audit.
Local SEO for a business with a South African address
If customers visit you or you visit them, the Business Profile matters as much as the website. Google says local results are mainly based on "relevance, distance, and popularity", and there is no way to pay for a better local ranking. So the work is a correct primary category, accurate hours, a service area that matches where you really work, photos, and a steady flow of genuine reviews. Our guide to local SEO, from the Business Profile to the map pack covers each step.
A national business with branches needs one profile per real branch and one page per branch on the site. A page for a suburb where you have no office and no customers is a doorway page, which Google's spam policies name directly.
Ecommerce SEO, content and link building
An online store wins on its category and product pages, not its blog. Ask the supplier how they will handle filter pages, out of stock products and duplicate product descriptions copied from the manufacturer. Those three decide more than any article.
A content marketing agency in South Africa should start from questions your sales team already answers, and show you the page each one becomes and who checks the facts.
Link building is where most damage is done. Ask where links will come from. Real sources here include industry associations, suppliers and partners who list you, local press, and directories your customers actually use. Walk away from anyone selling a fixed number of links a month from sites you cannot name.
Lead generation and B2B work, and the POPIA line
Many SEO packages now include lead generation: forms, landing pages and follow up emails. In South Africa that part of the job is governed by the Protection of Personal Information Act. Section 69 says direct marketing by electronic communication, including SMS and email, is prohibited unless the person has consented or is an existing customer, and an existing customer can only be sent marketing for your own similar products with a chance to object each time (POPIA, Act 4 of 2013).
The Information Regulator's guidance note on direct marketing goes further on three points a B2B buyer should know. It treats telephone calls as electronic communication. It lists direct messages on Instagram and LinkedIn among the channels covered. And it says you may ask for consent only once, using Form 4 or a form substantially similar to it. So a supplier who offers to buy a list and cold email it is offering you a POPIA problem, not a lead source.
How SEO is priced in South Africa
Quotes come in three shapes: a fixed fee audit, a monthly retainer for an agreed list of work, or a project price for a site migration or a set number of pages. A supplier who quotes a monthly figure before looking at your site is guessing. Compare quotes on hours, named people, the line items and what is excluded, and ask whether the figure includes VAT. If ads are part of the package, note that Google's tax page says all Google Ads accounts in South Africa are subject to VAT at the current South African rate, added to the ad cost (Google Ads help, VAT). Our page on SEO company tiers explains why a specialist can cost more for a reason.
How to check a supplier before you sign
- Check the company. The Companies and Intellectual Property Commission (CIPC) offers a company search on its registry at cipc.co.za. Confirm the registered name and that the directors match the people pitching you.
- Ask for two clients in your sector and phone them. A supplier with real results hands over contacts.
- Ask which pages they would build first, and why. A good answer names pages and queries.
- Refuse ranking promises. Google's own page on hiring an SEO says "No one can guarantee a #1 ranking on Google" (Google Search Central).
- Read list sites carefully. "Top 10 SEO companies" pages are often paid placements. Our guide to how agency directories order their lists shows what decides the order.
City guides for Cape Town, Johannesburg, Pretoria and Durban
Each metro adds its own rules and its own search habits, and we cover them separately. Our Cape Town guide covers WordPress sites, Google Ads and the City's 2023 outdoor advertising by-law. The Johannesburg and Gauteng guide covers Sandton, Midrand, Roodepoort, social and influencer work. The Pretoria guide covers selling to government and Tshwane's sign consent rule, and the Durban guide covers Umhlanga, Pietermaritzburg and isiZulu searches. For the national rules on ads themselves, from the ARB Code to the Consumer Protection Act, see our guide to advertising in South Africa.
Outside the four metros: Bloemfontein, Port Elizabeth, Polokwane and Nelspruit
A business in Bloemfontein, Port Elizabeth, Polokwane, Nelspruit, Limpopo or the smaller towns of Gauteng buys the same three jobs. The difference is volume: searches for a service in a smaller city are fewer, so a precise page for that service in that town is worth more than a broad national page. A supplier does not have to be local, but it should show you work for a business in a similar town.
Questions about hiring an SEO or digital marketing company in South Africa
Should my site use .co.za or .com?
If you sell only in South Africa, .co.za is the clearest signal. If you also sell abroad, a .com with clear South African pages, a local address and rand prices works. Do not run both with the same content.
Does POPIA apply to a small business website?
Yes. If your site collects names, emails or phone numbers for marketing, section 69 applies to the messages you send. Keep a record of each consent and include an opt out in every message, as section 69(4) requires.
Can an SEO company send cold emails for us?
Not to people who have not consented and are not your customers. The Information Regulator's guidance allows one request for consent, using Form 4 or a similar form, and then only consenting contacts.
When can we judge whether the SEO is working?
Read technical fixes in Search Console, local changes in the Business Profile performance report, and new pages in impressions and positions, then enquiries by page. The outcome depends on competition, your offer and your budget. Google's SEO Starter Guide says you likely want to wait a few weeks to assess whether your work had beneficial effects.
What a South African buyer hears from an AI assistant
A growing number of buyers skip the search results and ask ChatGPT or Gemini to name an SEO company in Johannesburg or Cape Town. The answer comes back as a few names drawn from directories, review sites, agency pages and local press, and it often differs from Google's page one. A firm that ranks well can be missing from that short list, and a firm that appears can be described wrongly. It is worth asking the question the way your buyers would, without your own name in it, and noting who is named and which sources are cited. AI Knows Us does that as a service: it puts a business's real buyer questions to the main AI apps and reports who gets named and which pages the answers lean on.
