SEO services and digital marketing agencies in Pakistan: the checks to run, the tax line on the invoice and the laws that touch your campaigns

How a Pakistani business should choose an SEO, digital marketing or social media agency, built on the 2023 census, PECA 2016 and its 2025 amendment, and the provincial services tax laws, read on 22 October 2026.

To choose SEO services or a digital marketing agency in Pakistan, decide first what has to be found: your shop on the map, your products across the country, or your services by buyers abroad. Then check the firm on paper before you read its pitch. Is it a registered company or a registered taxpayer? Which provincial authority will it charge sales tax on services through? Will every account sit in your business name? Does it follow the direct marketing rules in the Prevention of Electronic Crimes Act 2016? Ask three firms to quote against the same written list of work, and treat any ranking promise as a warning. Google's own page on hiring an SEO, updated in June 2026, says: "No one can guarantee a #1 ranking on Google."

What you are buying: SEO, digital marketing or social media

The three phrases overlap, so pin down the job before you compare anyone.

Who you are selling to decides the brief

Pakistan is a large and varied market. The Pakistan Bureau of Statistics' 2023 census table puts the population at 241,499,431, with 38.88 percent living in urban areas. Its mother tongue table counts 88,915,544 people whose mother tongue is Punjabi, 43,633,946 Pushto, 34,401,564 Sindhi, 28,849,579 Saraiki and 22,249,307 Urdu. So the first question is where your buyers are and what they read.

  • Local businesses such as clinics, schools, restaurants and showrooms win most calls from the map. The work is the Business Profile, real reviews with replies, and one page per service, in the language customers use.
  • National sellers such as ecommerce brands and distributors need product and category pages, delivery information by city, and a site that loads well on a phone.
  • Exporters and IT service firms sell to buyers who never type "Pakistan". They need English pages for each capability, written proof of past work, and pages built around the terms foreign buyers search.

Check the firm before you check the pitch

Three checks take an afternoon.

  • Registration. A private limited company is incorporated with the Securities and Exchange Commission of Pakistan (SECP), so ask for its certificate of incorporation and the company's registered name. A sole proprietor or partnership will not have one; ask for its National Tax Number instead. The Federal Board of Revenue publishes active taxpayer lists on its site.
  • Industry bodies. The Pakistan Software Export Board (PSEB) offers registration to IT and IT enabled companies and runs a freelancer programme, and the Pakistan IT industry association, P@SHA, publishes a members directory. A listing is not proof of quality, but a claimed one should be shown.
  • Your accounts in your name. Search Console, Google Analytics, the Business Profile, the Meta Business account and every ad account should be owned by your business, with the agency added as a user. Google's hiring page advises that during an audit you "only grant read access to Search Console".

The sales tax line on a services invoice

Tax on services in Pakistan is collected by the provinces and by the federal government for Islamabad, not by one national body. The preamble of the Sindh Sales Tax on Services Act 2011 states that the "imposition, administration, collection and enforcement of taxes on services is the prerogative of the provinces." In practice:

  • Sindh: the Sindh Revenue Board (SRB) administers the 2011 Act. The tax calculator on the SRB site lists "Other advertisement including those on web or internet" and "Advertising agents" as service headings. The Sindh Finance Act 2025, published on the same site, amended the Act so that "Taxable service means a service" rather than only a service listed in its schedule.
  • Punjab: the Punjab Revenue Authority (PRA) administers the Punjab Sales Tax on Services Act 2012.
  • Islamabad: the FBR lists the Islamabad Capital Territory (Tax on Services) Ordinance, 2001 among the laws it administers.

Ask the agency which authority it is registered with, ask for the tax to be shown as a separate line on every invoice, and confirm the current rate with that authority before you sign. Rates change in each year's finance act.

The laws that touch your campaigns

The Prevention of Electronic Crimes Act 2016 (PECA), published on the Pakistan Telecommunication Authority's legislation page, has a section every marketer should read. Section 25, on spamming, says a person or organisation "engaged in direct marketing shall provide the option to the recipient of direct marketing to unsubscribe from such marketing". Sending unsolicited information, or direct marketing without that option, is punishable for a first violation with a fine of up to fifty thousand rupees, and for later violations with a fine of fifty thousand rupees up to one million rupees.

The Prevention of Electronic Crimes (Amendment) Act 2025, Act No. II of 2025, published in the Gazette on 29 January 2025, set up a Social Media Protection and Regulatory Authority and added section 26A, which punishes intentionally spreading information a person knows or has reason to believe is false or fake and likely to cause fear, panic, disorder or unrest, with up to three years' imprisonment, a fine of up to two million rupees, or both.

On personal data, the same PTA page, as archived on 3 September 2026, lists a "Personal Data Protection Bill 2021", a bill rather than an act. Collect contact lists with consent, keep an unsubscribe route in every email, SMS and WhatsApp broadcast, and do not let any provider post reviews or comments from accounts that pretend to be customers.

Social media marketing in Pakistan

A social media marketing agency in Pakistan usually sells a monthly package: a number of posts and short videos, design, posting, community management and a separate boost budget. Ask who shoots the video, how many rounds of edits are included, and how fast messages are answered. Our breakdown of what each line on a social media proposal buys helps you turn two packages into one comparable number. For influencer marketing, ask the agency to use each platform's paid partnership label on sponsored posts, and to share the creator's own audience data before you pay.

City by city: our Pakistan pages

Each of these pages is built on the 2023 census tables and local sources for that city:

Smaller cities follow the same checks. In the 2023 census, Sargodha district has 4,334,448 people, 37.13 percent of them urban, and 3,928,529 of them have Punjabi as their mother tongue. Rahim Yar Khan district has 5,564,703 people on 11,880 square kilometres, only 24.12 percent urban, and Saraiki is its largest mother tongue, at 3,610,719. In both, most customers live outside the main city, so a Business Profile for each real branch, posts in the local language, and SMS or WhatsApp follow up usually come before any national campaign. Every SMS broadcast still needs the unsubscribe option that section 25 of PECA requires, as set out above.

How to compare quotes and "top 10" lists

SEO and digital marketing in Pakistan is usually priced as a monthly retainer, a fixed project fee or an hourly rate. Ask each provider to price the same written list of work, with hours, named people, line items and exclusions shown, and ad spend kept outside the fee. Our guide to what SEO services include and how to compare two quotes sets out the line items to ask for.

Lists of the top SEO companies in Pakistan are built in different ways, so read the method before you trust the order. GoodFirms, for example, publishes its research methodology, and its current version gives client reviews a 50 percent weight in one of its two scores.

Questions about hiring SEO and digital marketing in Pakistan

Should we hire a freelancer or an agency?

A freelancer suits one clear job, such as an audit and fixes to the main pages. An agency suits a business that needs content, technical work, the Business Profile and ads running together.

Do we need Urdu pages as well as English?

Write in the language your buyers search and read in. A local business may need Urdu, English and a regional language; an exporter can work mainly in English. Ask the provider who writes and who checks each language.

Is sales tax charged on SEO and digital marketing services?

Services are taxed by the provincial authority or, for Islamabad, under the federal ordinance. Ask which authority the agency is registered with, and confirm the rate with that authority.

Can an agency promise first position on Google?

No. Google's own page says nobody can guarantee a number one ranking, and tells owners to find someone else if a provider promises first place.

When can we judge whether the work is working?

Set up tracking first: impressions and clicks in Search Console, calls and direction requests in the Business Profile performance report, and enquiries by page. Google's SEO Starter Guide says you "likely want to wait a few weeks to assess whether your work had beneficial effects". The outcome depends on competition, your offer and your budget, so judge the provider first on the work it delivered.

When the buyer asks a chatbot for the best agency in Pakistan

Some buyers now type "best SEO company in Pakistan" or "top digital marketing agency in Lahore" into ChatGPT or Gemini instead of Google. The answer is a short list of names, drawn from directories, rankings, reviews and the firms' own pages. The same thing happens to your own business when a customer asks an assistant about your category. AI Knows Us asks those buyer questions on ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews and shows which names come back and which sources each answer leaned on.
