The evidence a Singapore procurement process asks a marketing supplier for, and which parts to prepare once
Eleven documents, which four get asked for every time, and the one piece of evidence nobody asks for that wins the argument.
Published by AI Knows Us · Updated 22 October 2026
Four documents get asked for every single time and the rest are situational, so the sensible move is to prepare those four once, keep them current, and assemble the others on request. A supplier with the four ready answers a Singapore procurement enquiry the same day, and that speed alone decides a surprising number of mid sized contracts.
The four that get asked for every time
- Your ACRA business profile. Current, with the entity name exactly as it will appear on the invoice. The engines in our Singapore audit reached acra.gov.sg in 4 of 64 readings, which tells you how central the registry is to how this market verifies anybody.
- Your GST registration status and number. Not a sentence saying you are registered. The number, so it can be checked.
- Insurance certificates with current dates. Professional indemnity and public liability, with the expiry visible. An expired certificate is the most common reason a pack goes back.
- Two client references with a contactable name. A logo wall is not a reference. A name, a role, a company and a phone number is.
The seven that are situational
| Document | When it gets asked for |
|---|---|
| A data protection position, naming where personal data is stored and who can reach it | Whenever a customer list, a CRM or a form is in scope |
| Named key personnel with CVs | Mid sized and larger contracts, and anything resembling a tender |
| A subcontractor declaration, naming countries | When the buyer suspects offshore delivery and would rather be told |
| Audited or management accounts | When the annual contract value is material relative to your size |
| A conflict of interest declaration | Where the buyer has competitors who might also be clients |
| Business continuity arrangements | Larger organisations and anything government adjacent |
| A signed non disclosure agreement before the brief | Increasingly standard, and worth having your own version ready |
Where the Singapore specifics bite
Three things come up here that do not come up everywhere. The GST position on every line of the quote, because a buyer who approved a figure and then saw it grow by 9 per cent will raise it every month. The entity question, because some Singapore buyers prefer a local invoice and some are indifferent, and it is cheaper to ask than to assume. And the data transfer position, because the Personal Data Protection Act 2012 carries a section 26 headed Transfer of personal data outside Singapore, read from Singapore Statutes Online on 22 October 2026. That is a contract conversation rather than a form, nothing here is legal advice, and the specific question belongs with a Singapore lawyer.
Government and government adjacent buying adds a procurement portal, and the engines in our audit reached gebiz.gov.sg in 2 of the 64 readings alongside enterprisesg.gov.sg in 3, iras.gov.sg in 3, mom.gov.sg in 3 and mas.gov.sg in 3. If you sell into that part of the market, registration on the portal is the gate rather than a nice to have.
How to keep the pack current without it becoming a job
Put every document in one folder with its expiry date in the filename, set one calendar reminder a month before the earliest expiry, and review the whole folder once a quarter. That is the entire system and it takes twenty minutes a quarter. The reason it is worth describing at all is that the most common procurement failure in this market is administrative rather than commercial: a certificate that lapsed, an entity name that no longer matches, a reference who left the company two years ago. None of those reflect on the work and all of them cost the contract.
What nobody asks for and what actually wins the argument
No Singapore procurement form we have seen asks a marketing supplier for a dated before and after on a fixed measurement. Everybody asks for references, which are selected by the supplier, and nobody asks for the one artefact that cannot be curated: the same measurement taken twice, with both dates, including the readings that did not move.
A supplier who volunteers that is answering the question the procurement form was trying to ask. Across 102 build spec conversations in our earlier work, 101 of 102 asked for a before and after with the window stated, 99 of 102 for a disclosed methodology, 80 of 102 for the sample size, and 68 of 102 for failures and negative results to be shown. That is a description of an evidence pack, and almost nobody in this category produces one.
What the measurement looks like when it is honest
Here is ours, so the standard is not abstract. On 22 October 2026 we put 33 batches of buying questions to ChatGPT and Gemini with Singapore written into the text of each one, because the search interface we use accepts country, language and location parameters and ignores all three. The snapshot taken that evening holds 64 blind readings, 32 per engine. Our business was named in 0 of them and our domain was cited in 0 of them. Four Singapore agencies were named instead: First Page in 17, MediaOne in 12, Impossible Marketing in 11, OOm in 10. In 26 of the 64 the engines named nobody at all.
That is the shape of an evidence pack entry. A denominator, a date, a method, the engines named rather than the phrase all AI, and the result that does not flatter the publisher. Our wider before and after is on the proof page, including a nine day standing start result of 5,965 impressions and 3 clicks which we label a discovery result rather than traffic, because that is what it is.
Questions about Singapore procurement for marketing suppliers
How quickly should the pack be ready
Same day for the four core items. Keep them in one folder with the expiry dates in the filenames, because an expired certificate found at the wrong moment costs a week.
Do I need a Singapore entity to be shortlisted
Not always, and it is worth asking directly rather than assuming. Our page on whether a buyer genuinely needs a local entity and a local invoice separates the six things that really change from the two that are habit, and the same split applies here with different tax mechanics.
What is the most common reason a pack is rejected
An expired insurance certificate, followed by an entity name that does not match the one on the quote. Both are administrative and both are avoidable.
Should I send everything up front
Send the four, say the rest is available on request, and name them. A fifty page unsolicited pack is read by nobody and signals that you cannot judge what matters.
How do I handle a reference request when my best work is confidential
Offer an unattributed case with the sector, the budget band, the window and the starting position, and a contactable reference from a different client. A buyer will accept that split if you explain it.
The document worth adding to your own pack
Add one page that nobody asked for: a dated reading of what AI assistants currently say when somebody asks your buyers' category question, and the same reading taken again later. It is cheap, it is checkable, and it is the only thing in the pack that a competitor cannot assemble from templates. AI Knows Us produces it across ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews, and the first scan runs without a sign up so you can see what yours says before deciding whether to put it in front of a buyer.
