What a UAE buyer wants to see before it signs a marketing supplier, and the two items that take weeks
Nine documents, ranked by how often they decide the outcome, and the two that take weeks to produce if you start when they are requested.

A UAE procurement process judges a marketing supplier on a document pack, not on a conversation. If you are selling, the pack is the product. If you are buying, asking for the right nine things in the first email saves a month. Here they are in order of how often they actually decide the outcome, with the two that cannot be produced quickly marked.
The nine, in order of weight
- Trade licence with the activity list. Mainland or free zone, and the permitted activities read against the service being bought. First thing requested, fastest thing to check, and it has ended processes.
- One case with a number, a period and a referee. Not a logo wall. One client, what changed, over what window, and somebody who will take the call. This is the document buyers remember.
- Named delivery team with locations. Who does the work, where they sit, who the day to day contact is. The gap between pitch team and delivery team is the most common post signature complaint.
- A redacted sample monthly report from a live account. Shows the buyer what arrives in month two. Costs five minutes to send and moves the decision more than any slide.
- Tax and registration details that will appear on the invoice. Finance needs this before anything else can be approved, and a missing detail here delays the start rather than the decision.
- Insurance certificates, where the buyer's policy requires them. Larger and government related buyers will ask. Slow if you do not have them.
- A data handling statement. What personal data you will process, where, and what happens on exit. The UAE federal data protection law and the 2024 telemarketing rules both bear on marketing work that touches customer lists, and a one page statement in plain language is worth more than a policy nobody reads.
- Reference letters from comparable clients. Slow, because they depend on somebody else's calendar. Ask for them before you need them.
- Company profile and ownership details. Routine, and treated as a procurement form rather than a marketing document. Keep it current and dull.
What a government related or enterprise buyer adds
Expect a formal document pack, an evidence standard set in advance, and a scoring sheet you may never see. Three practical consequences for a supplier. Everything that can be prepared in advance should be, because the window is short. Every claim in the pack should be sourceable, since a scored process penalises unsupported assertions more than a conversation does. And the submission format matters: a pack that does not follow the requested structure gets marked down before the content is read.
What a private UAE company actually reads
Shorter list, read faster. The licence, the one case, the named team and the sample report. If those four are strong and arrive on time, you are usually in the final three. Punctuality on a document request is the cheapest signal in the whole process and the one most suppliers waste.
The part of the pack nobody asks for and buyers now check anyway
Buyers increasingly run their own check before the pack arrives, by asking an assistant about the category and about the supplier by name. Our own reading of this market says what that check currently returns.
On 22 October 2026 we put 198 UAE buying questions to ChatGPT and Gemini, with the market fixed inside the prompt because the gl, hl and location parameters are accepted by the search API and then ignored. In the 60 blind readings that produced, 34 named no supplier at all, and the firms named most often were global software rather than UAE agencies. Clutch.co appeared in 11 readings, goodfirms.co in 5, designrush.com in 3, g2.com in 2 and trustpilot.com in none. Individual UAE agency sites publishing their own material were cited as often: slmarketing.ae in 11, rath.ae in 9, bigalc.ae in 8.
Two conclusions for a supplier building a pack. A directory profile is not the thing that gets you into that answer, and your own published material is. And since most answers name nobody, being the one specific, checkable answer in your category is a cheaper route into the consideration set than any credential.
The three documents to build before anybody asks
- A one page case with a number and a date. Get client permission once, redact properly, and keep it current. This is the single highest return document a UAE marketing supplier can own.
- A redacted sample monthly report. Build it from a real account and keep a clean version ready to send.
- A one page data handling statement. Plain language, covering what you process, where, and deletion on exit. It converts a procurement question into a tick.
The two that need lead time
Insurance certificates and client reference letters are the ones that arrive late and lose deals. Both depend on somebody outside your company. Start them when you decide to sell into procurement led buyers, not when a request lands with a five day deadline.
Questions UAE suppliers and buyers ask about the evidence pack
Can a small agency pass a procurement process? Yes, and the licence, the case and the data statement are where it does. Size is rarely the scored criterion; completeness and punctuality usually are.
Should we send everything unprompted? Send the four that always matter and offer the rest. A twenty document unsolicited pack reads as noise.
What if a client will not let us publish a case? Ask for a redacted version with the sector and the number but no name. Almost nobody refuses that, and the document still works.
Does an overseas supplier need a local equivalent of the licence? Provide your own country's registration plus a clear statement of which entity will contract and invoice. The buyer's finance team will tell you quickly whether that is workable.
How long should the pack be? As short as the buyer's request allows. Length is not evidence, and a scored process rewards the submission that answers the question asked.
The document a supplier cannot produce after the fact
There is one piece of evidence that only exists if somebody started collecting it early, which is a dated record of what the engines said about a client's category before and after the work. It is the most persuasive thing in a marketing pack because it is the hardest to fake and the easiest to check. AI Knows Us keeps that record across ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews, with answers that cited a client's pages reported separately from answers that named the client's business. For a buyer in the United Arab Emirates the plan that reads all five engines is 199 dollars a month, the price outside the United States and the United Kingdom, read from aiknowsus.com on 22 October 2026.
The Indian version of this document pack is different in several specifics and is set out in our page on the documents Indian procurement asks a marketing supplier for.
