Who may submit a Singapore grant application for you, and where the pre-approved vendor list actually lives after 29 September 2026

Two sources say a consultant must not submit as the applicant, four Singapore agencies all publish the same 50 per cent while the government page publishes 70, and none of the five grant advisers the engines cited publishes a fee.

No agency may submit your grant application for you. Read on grants.gobusiness.gov.sg on 29 October 2026, the Productivity Solutions Grant page tells companies "not to share the Corppass with their vendors to carry out submission of any grant application or claims". Read the same day on edgegrant.sg, an independent grant guidance site, the answer is put the other way round and agrees: "Your company's authorised staff must submit applications, change requests and claims using the appropriate Corppass roles. A consultant can help you prepare the project scope and documents, but must not submit as the applicant." So the service you can legitimately buy is preparation, scoping and documentation. The submission itself stays with a named person inside your company holding the right Corppass role.

That reframes the whole purchase. What follows is where the pre-approved list is published and what moved on 30 September 2026, the two different percentage figures circulating in this market and which document each one belongs to, and what the five grant advisers the engines pointed at actually publish about their own fees.

Where the pre-approved list is published, and what moved on 30 September 2026

Three government properties carry three different pieces of this, and conflating them is how a buyer ends up on the wrong page.

  • The solution directory, on grants.gobusiness.gov.sg. The Productivity Solutions Grant page, read 29 October 2026, carries a Solution Directory described as "Search by sector, name of IT solution, equipment, or vendor", and sets out the route: "For IT solutions: Get a quotation from the pre-approved vendor. For Equipment: Source for the equipment and get a quotation from the vendor. For Consultancy Service: Get a quotation from the pre-approved consultant", then "Submit an application on the Business Grants Portal (BGP). You will need to register for a Corppass account to transact on the portal."
  • The notice at the top of that same page. "From 30 Sep 2026, Enterprise Singapore PSG solutions will no longer appear in this directory. You may continue browsing PSG solutions by other agencies here or visit BizSG for EDGE grant support." The same page states, lower down, "EDG, MRA and PSG under EnterpriseSG have ceased on 29 September 2026."
  • The pre-approval route itself, on preapproval-guide.imda.gov.sg. Read 29 October 2026, the Pre-Approval ICM Vendor Guide states that "Pre-Approved Solutions is an initiative under the SMEs Go Digital programme", that the process "has 4 stages", namely Vendor Self-Assessment, Vendor Application, Evaluation and Approval, and that "successful solutions are then featured on GoBusiness and SMEs Go Digital platforms". Our fetcher flagged that page as carrying a browser challenge string, and the body underneath it is the real guide, so the quotations are taken from the document rather than from the flag. The guide also publishes its own llms.txt and offers each page as Markdown, which is more machine-readable provision than most commercial vendors in this market manage.

And one thing a buyer should know before trusting a search box. On www.enterprisesg.gov.sg/financial-support/edge-grant, read 29 October 2026, the "Search for Activities" block returned no activity rows in the served document at all. The activity list is therefore not readable from that page by anything that does not run its scripts, which is a fact about the document as fetched on that date and not evidence that the list is unpublished. Use the BizSG recommender the page points to, or ask the processing agency, rather than concluding from an empty search that your activity is not covered.

Read on grants.gobusiness.gov.sg the same day, the directory carries its own disclaimer and it is worth having in front of you at the shortlisting stage: "This listing is not to be taken as a form of endorsement or recommendation by the participating government agencies. Companies are reminded to carry out due diligence when engaging vendors." Pre-approval of a solution and approval of your company's grant are two separate decisions, which edgegrant.sg states in those terms.

The two percentages, and which document each one belongs to

There are two funding figures moving around this market and they come from different places. Setting them side by side with their sources is the whole point of this section.

Source, read 29 October 2026What it publishes
www.enterprisesg.gov.sg/financial-support/edge-grant, the government page"Receive up to 70% for SMEs and up to 50% for non-SMEs", with "Support levels differ by activity. Refer to each activity for more details." Also "Access up to S$100,000 in total grant support per year, across all activities" and "Grant support is disbursed on a reimbursement basis", with claims submitted "once the activity is completed and full payment has been made". The same page states the grant "covers 8 business areas" and lists seven beside that sentence, which is how it read on the date
edgegrant.sg, an independent guidance site"Standard SME support is up to 50%, while internationalisation and sustainability activities can receive up to 70%", with "The shared annual grant cap is S$100,000, with a S$30,000 sub-cap for specified digital solutions, integrated systems and pre-scoped equipment"
impossible.sg, oom.com.sg, 2stallions.com and awebstar.com.sg, four Singapore marketing agenciesAll four carry the 50 per cent figure. Impossible's navigation reads "EDGE (Up To 50%)" and its hero "Up to 50% of Grant Support". OOm's navigation reads "EDGE Grant Singapore, Claim Up to 50% Support". 2Stallions states "Our Digital Marketing Packages are IMDA Pre-Approved Solutions" and "SMEs are eligible for up to 50% business grant support". Awebstar carries an EDGE Grant page and, on the same navigation, a PSG Grant Singapore page

So the up to 70 per cent belongs to the government page as its headline SME figure, and the up to 50 per cent is what every marketing supplier in this set publishes for digital marketing work. The reconciliation offered by edgegrant.sg is that the rate follows the activity rather than the applicant, and the government page says the same thing in fewer words with "Support levels differ by activity". Neither document breaks that split down activity by activity on the page itself. The practical instruction is therefore short: get the rate for your activity confirmed by the processing agency in writing before you sign a quotation that assumes one.

A separate caution about dates, because two of these pages are standing on them. Awebstar's navigation still carried a PSG Grant Singapore page on 29 October 2026, a month after the government page records PSG as ceased on 29 September 2026. And match-advisory.com, one of the advisers the engines cited, described Market Readiness Assistance support in the present tense on the same day, with business matching "capped at $50K" and internationalisation support "70% capped at $30K", while the government page records MRA as ceased on the same date as PSG. Those are readings of what each page served, and the government page is the one to work from.

What the five grant advisers the engines cited publish about their own fees

This is the half of the question most buyers actually want answered, and the finding is clean. Of the five grant advisory sites opened on 29 October 2026, not one publishes a fee for preparing or administering an application. Every money figure on all five is a grant cap rather than a price.

  • sggrantadvisor.com, HTTP 200. Offers "15 minutes on WhatsApp" to "check your eligibility, the realistic support amount, and whether a different grant fits better", stated as "No fee, no obligation". Its reference line reads "Singapore government grants, reviewed July 2026", which predates the 29 September cessation, so check any scheme it names against the government page before relying on it. Its money figures are S$10,000, S$500,000, S$100,000 and S$30,000, all caps.
  • edgegrant.sg, HTTP 200. Publishes a funding calculator, an application guide and a preparation checklist, and the only figures on it are the S$100,000 cap and the S$30,000 sub-cap. It routes to "Speak to a consultant" with no rate.
  • edgegrant.com, HTTP 200. States at the foot of the page that "3D Brand Agency is a pre-approved digital marketing provider under IMDA and Enterprise Singapore", so this is a supplier's grant microsite rather than a neutral guide, and knowing which it is changes how you read it. Its only money figure is the S$100,000 cap. It does publish the mechanical route clearly: pre-approved vendors list base packages on the SMEs Go Digital platform, the client selects a package, then applies on the Business Grants Portal using the Package ID.
  • ftsynergist.com, HTTP 200. A consultancy with named case studies and no published rate for grant work.
  • match-advisory.com, HTTP 200. Describes business matching and internationalisation support with grant caps and no fee for its own service.

A vendor that publishes no price has told you the first conversation is a qualification call, and that is the answer to the row rather than a gap in this page. It also means the only comparable you can build is a fixed scope quotation. Ask each adviser for a written scope naming the activity code you are applying under, the documents it will prepare, the number of revisions, and what happens to the fee if the application is unsuccessful. Three quotations against that list are comparable. Three quotations against the words grant assistance are not.

Four questions for any supplier that says it is pre-approved

  • Which scheme, and under which agency. Pre-approval under IMDA's SMEs Go Digital is a different decision from Enterprise Singapore's approval of your grant. Ask for both answers separately.
  • What is the Package ID, and is it in the directory today. The directory is searchable by vendor name. Search it yourself while the supplier is in the room.
  • Which activity, and what rate attaches to that activity. The 50 per cent on four supplier homepages and the 70 per cent on the government page are not the same sentence, and only the activity settles which applies to you.
  • Who presses submit. The correct answer names a person inside your company and a Corppass role. Any other answer should end the conversation, because the government page says in terms not to hand the Corppass over.

For the price side of the same purchase, the dated tier by tier reading of Singapore search packages and the grant route that closed is in our page on Singapore SEO package prices in October 2026, and a worked example of a grant scheme that does publish its approval route and its own value is in our page on the Google Ad Grant for nonprofits.

What two engines did with these two questions on 28 October 2026

The instrument here is saved assistant answers rather than a keyword tool, and no search volume exists for a question asked in this form. On 28 October 2026 we re-ran the Singapore audit across 21 batches and 126 questions on ChatGPT and Gemini, producing 42 readings with no failures. The brand batch names us inside its own prompt and is excluded from every blind figure, which leaves 40 blind readings. The batch carrying these two grant questions produced two readings, and in those two readings no rival was named and we were named zero times.

The citation list is the interesting part. That batch returned 18 distinct hosts, and the government side of it is strong: www.enterprisesg.gov.sg, www.imda.gov.sg, www.bizsg.gov.sg, preapproval-guide.imda.gov.sg, grants.gobusiness.gov.sg, support.apply.gov.sg, ask.gov.sg and www.csa.gov.sg. The commercial side was eight advisory and agency sites, including every one of the five opened above. So an assistant asked who will do the paperwork answers from the government's own pages plus a ring of grant adviser sites, none of which publishes a fee. A buyer reading that answer gets the rules right and the price not at all, which is precisely the gap this page fills.

Questions Singapore buyers ask about grant paperwork and pre-approved vendors

Can my marketing agency apply for the grant on my behalf

It can prepare the scope and the documents. The submission is made by your own authorised staff using the appropriate Corppass roles, and the GoBusiness page tells companies not to share the Corppass with vendors to carry out submission of an application or a claim, read 29 October 2026.

Where is the pre-approved vendor list published

In the solution directory on grants.gobusiness.gov.sg, searchable by sector, solution, equipment or vendor. Pre-approval of a digital solution runs through IMDA's SMEs Go Digital programme, whose four stage vendor guide sits at preapproval-guide.imda.gov.sg. Enterprise Singapore's own PSG solutions stopped appearing in that directory from 30 September 2026.

Is it 50 per cent or 70 per cent

The government page publishes "up to 70% for SMEs and up to 50% for non-SMEs" and adds that support levels differ by activity. Four Singapore marketing suppliers publish up to 50 per cent for digital marketing work. Confirm the rate for your activity with the processing agency before a quotation is built on either number.

What should grant paperwork cost me

None of the five advisers opened on 29 October 2026 publishes a figure, and one offers a free fifteen minute eligibility check. Ask for a fixed scope quotation naming the activity, the documents, the revisions and the position if the application fails, then compare three of those.

Do I pay the supplier first and claim afterwards

The government page states that support "is disbursed on a reimbursement basis" and that claims can be submitted "once the activity is completed and full payment has been made", read 29 October 2026. So the cash flow sits with you first, which belongs in the conversation with your supplier about payment terms rather than being discovered at claim stage.

The one line to add to the grant project before it starts

A grant funds an activity and then asks you to prove the activity happened. For a digital marketing project the deliverables are easy to evidence, invoices, pages, reports, and one outcome is not evidenced at all by anything in that pack, which is whether buyers in your category now get your name when they ask a machine. Take a dated reading of a fixed list of your buyers' questions on the day the project is approved and the same list on the day the claim is filed, and keep both files with the claim documents. We produce that file at AI Knows Us. The criterion we ask to be judged on is the one running through this whole page, which is whether a supplier publishes something checkable, and on these two grant questions the honest reading is that nobody was recommended by either engine, us included.
