AI PPC management: what Google's own AI now runs in your account, and the four jobs it leaves to a person
Smart Bidding, AI Max for Search and Performance Max make the auction decisions; the manager owns the conversion data, the targets, the guardrails and the reports.

AI PPC management means running pay per click ads where Google's own AI makes most of the auction decisions, and a person manages what that AI is fed and allowed to do. In a Google Ads account today, Smart Bidding sets the bid in every auction, AI Max for Search chooses extra queries, writes ad text and picks landing pages, and Performance Max chooses which Google channel shows the ad. The manager's job has moved from setting bids by hand to four things: clean conversion data, budgets and targets, guardrails, and reading the new reports. This page explains each one, using Google's own help pages as read on 21 October 2026.
What the AI in a Google Ads account actually decides
"AI" here is three separate systems, each taking over a different decision.
| System | What it decides | What you still set |
|---|---|---|
| Smart Bidding | The bid in each auction, aimed at conversions or conversion value | The strategy, the target CPA or ROAS, the budget, and which conversions count |
| AI Max for Search | Extra search terms beyond your keywords, generated headlines and descriptions, and which page on your domain the click lands on | Negative keywords, brand controls, locations of interest, URL rules, and which generated assets to remove |
| Performance Max | Which Google surface shows the ad (Search, YouTube, Display, Discover, Gmail, Maps) and which asset combination runs | Goals, assets, audience signals, search themes, brand and placement exclusions |
Google's Smart Bidding page describes these strategies as using Google AI to optimise "in every auction", which it calls auction-time bidding. The four strategies are Target CPA, Target ROAS, Maximize conversions and Maximize conversion value. A small naming change is in progress: from June 2026, "Maximize conversions with a Target CPA" is labelled "Target CPA", and the value version is labelled "Target ROAS". Google says the bidding behaviour is unchanged.
Google's Performance Max page calls it a goal-based campaign type with access to all Google Ads inventory from one campaign. The same page notes that a Search campaign with an exact match keyword is served ahead of Performance Max when the query hits that keyword, and that search themes carry the same priority as phrase and broad match. That rule is the main lever a manager has for keeping brand and core terms inside a Search campaign they can read in detail.
AI Max for Search, the setting most accounts are deciding on now
AI Max is a suite you turn on inside an existing Search campaign. According to Google's guide to how AI Max works, it has two parts.
- Search term matching. It extends your keywords with broad match and keywordless technology, learning from your keywords, ads and URLs. It can be turned off at the ad group level.
- Asset optimisation. Text customisation (formerly called automatically created assets) writes headlines and descriptions, and Final URL expansion sends the click to the page on your domain that Google predicts will perform best. Final URL expansion needs text customisation turned on, so the ad copy matches the page.
Google's AI Max overview states that advertisers who turn it on "typically see 14% more conversions or conversion value at a similar CPA/ROAS", citing Google internal data from 2025 for non-retail advertisers. Treat that as the vendor's own average and test it on your account with a clear before and after.
The AI Max FAQ contains the details that matter most to a manager:
- Negative keywords are still respected with AI Max on.
- The generated assets are fully automated. You cannot edit their wording; you can remove them.
- If text customisation and Final URL expansion are both on, pinned responsive search ad assets are not respected. If pinning matters, for example for a required disclaimer in a regulated category, leave Final URL expansion off.
- Search term matching does not work with Manual CPC. It needs a conversion based bidding strategy.
- Turning AI Max off disables all of its features, including any brand exclusions you set inside it.
- When a query is eligible for both AI Max and Performance Max, the one with the higher Ad Rank serves.
The how-it-works guide adds one more: AI Max is not effective in a campaign that is limited by budget, and Google shows an alert when that happens. So the first check before switching it on is whether the campaign already spends its full daily budget.
The four jobs that stay with a person
When the AI sets bids and chooses queries, the account is only as good as what it is given.
1. The conversion signal
Every system in the table optimises toward the conversions you count. If a form fill from a spam bot counts the same as a signed customer, the AI will find more spam bots, efficiently. The manager decides which actions are primary conversions, assigns values that reflect real revenue or lead quality, and imports offline outcomes where a sale closes later. Google's Smart Bidding page notes that some strategies rely on a minimum volume of historical conversion data, so a new account often starts with a simpler setup and moves to targets once data builds up.
2. Budgets and targets
A target CPA set too low starves a campaign; one set too high wastes money. The manager sets targets from the economics of the business, such as the margin on a sale or the value of a qualified lead, and changes them in small steps so the system can adjust. Budget sits here too, since AI Max needs room to spend.
3. Guardrails
Broader matching means more queries you did not choose. The guardrails are negative keyword lists, brand controls that include or exclude named brands, locations of interest at the ad group level, URL rules that keep clicks away from careers pages or old offers, and exclusions in Performance Max. Our guide to broad match keywords and why they need Smart Bidding covers how to open matching up in stages rather than all at once.
4. Reading the new reports
AI Max adds headlines and landing page URLs to the search terms report, new match type values, and "source" columns showing why an ad matched. Optimised asset reports show spend and conversions per generated asset. A manager reads these weekly, adds negatives for poor queries, removes assets that misstate the offer, and tightens URL rules when clicks land on the wrong page. Campaign layout and negatives are set out in PPC management done properly.
How to judge an agency or tool that sells AI PPC management
"AI" in a supplier's pitch can mean good use of Google's own features, third party software on top, or an AI that writes the weekly email. These questions separate them.
- Which AI features are on in my account, and why? A good answer names Smart Bidding strategies, AI Max settings and Performance Max campaigns by name, with a reason for each.
- What counts as a conversion, and how is it valued? If they cannot answer this in detail, the AI is optimising toward a guess.
- How often do you read the search terms and asset reports, and what did you change last month? Ask for examples of negatives added and assets removed.
- Who owns the account? The account and its data should be in your name, with the agency given access.
- What does your own software do that Google's settings do not? Rules, alerts and cross-account scripts are real value. A dashboard that repeats Google's numbers is not.

Questions about AI PPC management
Should a small account turn on AI Max?
Turn it on when the campaign has reliable conversion tracking, uses a conversion based bid strategy, and is not limited by budget. Start with search term matching in one campaign, keep Final URL expansion off until you have set URL rules, and compare a few weeks of results against the period before.
Can I still use exact match keywords?
Yes. Google states that a Search campaign with an exact match keyword is prioritised over Performance Max when the query matches it. Many managers keep brand and best-converting terms on exact match for that reason.
Does Google offer an AI assistant inside Google Ads?
Google's Performance Max page describes Ask Advisor, an agentic conversational experience built with Gemini, as being in beta. It can analyse performance changes, help troubleshoot performance or policy issues, and suggest text and creatives. Treat its suggestions as drafts to review.
Does AI PPC management remove the need for a manager?
It changes the work. Less time goes on bids, more on conversion data, targets, guardrails and report reading. Accounts with weak tracking need the manager more, because the AI scales whatever it is told to chase.
The other AI deciding who your buyer sees
Final URL expansion picks the page on your site that best answers a searcher's intent, so the quality of your service pages now shapes your ad performance. Those same pages are what ChatGPT, Gemini and Perplexity read when somebody asks them which provider to choose, and in that answer there is no bid, no Ad Rank and no search terms report to tell you whether you were named. If your paid search is tuned and your pages are clear, it is worth checking what those assistants say about your category as well. AI Knows Us measures exactly that, so you can see whether the pages your ads rely on also get your business named.
