Best PR and social media agency, and who owns the public reply when a reporter and a comment thread arrive together

Two retainers sit behind this search, they fail for different reasons, and the only overlap that matters is who answers when something goes wrong in public.

A firm selling "PR and social media" is selling two retainers, not one service. Earned media is somebody else deciding to write about you. Social is a channel you own and publish to on your own schedule. They are bought together because the same event triggers both, and they are judged on numbers that do not convert into each other. So the best supplier for this search is not the one with both words on its homepage. It is the one that will put in writing who owns the reply when a reporter and a comment thread arrive in the same hour, and what happens in the forty minutes before that person is reached.

The criterion this page ranks on

Suppliers here are sorted on what each one will commit to in writing before the first invoice: the named lead on the account at day ninety, the response window on a public complaint, and whether paid creator work is scoped as advertising with the disclosure written into the brief. All three are checkable in a proposal, which is more than can be said for a portfolio of clippings. Taste in press coverage cannot be ranked for you, and an agency ranked on its logo wall tells you only who signed it, not who worked on it.

Three suppliers answer this search, and they are not competing shops

ShapeWhere it is strongWhere it loses
PR firm with a social deskRelationships, story judgement, crisis sequencing. The press list is real and currentPublishing volume. A press shop that posts four times a week is a press shop with a calendar
Social agency with a press deskProduction capacity, community management, paid amplification of a story that landsEarned placement. Pitching is a relationship business and a media database is not a relationship
Integrated shop built as one teamSequencing. The announcement, the post, the creator brief and the reply script come from one planDepth. One strong discipline often funds a weaker one at a single blended fee

Two live pages on this site settle the halves of this decision in more detail than belongs here. The three businesses that trade as a public relations agency, and what each fee actually buys, is worked through in our page on how three different businesses sell under the public relations label. The four kinds of social supplier, and the scorecard for ranking three quotes, is in the four kinds of social media marketing agency. Read both before a shortlist call, because the combined pitch is usually one of those four plus one of those three, priced as a single thing.

What genuinely overlaps, which is less than the pitch suggests

Three pieces of work sit in both lanes, and they are the only reason to buy from one supplier.

  • The public reply. A journalist's question and an angry comment thread are the same event in two places. One person has to hold the approved wording, and one escalation path has to cover both.
  • Influencer and creator relations. This looks like earned media and is legally advertising. It is the single most common place a combined retainer goes wrong, because the press side treats a gifted product as a favour and the rules treat it as a paid endorsement.
  • The spokesperson's own account. A founder posting in their own voice is the cheapest earned media route a company has and it is nobody's job on most retainers.

The disclosure rule that lands on this seam, quoted from the regulator

Read on ftc.gov on 21 October 2026, the Federal Trade Commission staff brochure Disclosures 101 for Social Media Influencers, which carries the date November 2019 on the page, states the trigger plainly: "Disclose when you have any financial, employment, personal, or family relationship with a brand" and "Disclose the relationship if you got anything of value to mention a product." It also removes the excuse most often offered on a creator call: "Make disclosures even if you think your evaluations are unbiased."

On placement, the same page says the disclosure "should be placed with the endorsement message itself", that it must be placed "so it's hard to miss", and that disclosures "are likely to be missed if they appear only on an ABOUT ME or profile page". It tells you not to "mix your disclosure into a group of hashtags or links". For video, "the disclosure should be in the video and not just in the description uploaded with the video", and for live streams it "should be repeated periodically so viewers who only see part of the stream will get the disclosure". On wording, the page accepts "advertisement", "ad" and "sponsored", and rejects "sp", "spon" or "collab".

Put that paragraph into the scope of work. A supplier that cannot say which of those lines its creator briefs already carry is telling you something useful about how its last twenty creator posts went out. The brochure is a staff summary rather than the full Endorsement Guides, and the Guides themselves were revised after it was written, so a compliance question belongs with your own counsel rather than with an agency deck.

The five lines to settle before the first invoice

  • The named lead at day ninety. Not the pitch team. The person whose phone rings in March.
  • The response window, in hours, on a public complaint, and who may post inside it without a second approval.
  • Where coverage and output are logged against each other. One document holding placements and posts, or you will never know which one moved anything.
  • Who holds the logins and the press list. Accounts, pixels, the media list and the creator contacts should be in your name from day one.
  • Whether paid creator work is scoped as advertising, with disclosure wording in the brief and approval before publishing rather than after.

How the three shapes rank on that criterion

On what gets committed in writing, the integrated shop built as one team ranks first, because a single plan forces a single escalation path and the handover question has an answer by construction. The PR firm with a social desk ranks second, because crisis sequencing is its native discipline and its weakness, publishing volume, is the cheaper half to fix by adding a production supplier. The social agency with a press desk ranks third for this particular purchase, not because the work is worse, but because the thing you are buying when you search for both is the press relationship, and that is the hardest item on the list to subcontract. If your actual need is volume of content with occasional announcements, invert that order and buy production first.

Where the influencer half of this is the real purchase, the supplier market is separate again and prices on a different unit. Our comparison of micro influencer platforms and micro influencer agencies sets out which of those two you are buying, and no other page on this site linked to it when we measured on 21 October 2026.

The surface neither retainer reports on

A PR and social retainer reports placements, impressions, engagement and share of voice. None of those is the sentence a buyer now reads first. Somebody asks an assistant who to use for a thing you sell, gets a written answer naming two or three companies, and never clicks a source. Earned coverage feeds that answer indirectly and nobody on either side of the retainer is measured on it, which means it is the one line in your communications budget with no owner.

That is the measurement we sell, and it is a different purchase from either lane on this page. Read on https://www.aiknowsus.com/pricing on 23 October 2026, the Growth plan at $299 a month watches 100 buyer questions across ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews with 1,200 scheduled answers a month, and the $149 SEO Start plan publishes zero questions, zero credits and zero engines, so it is not the plan that does this. One credit is one buyer question, asked on one AI app, once, and a Claude check uses 3; the pricing page sets Growth at 1,200 scheduled answers a month. The same page carries a client case study, 88.4 percent on ChatGPT against 23.2 percent on Gemini on our best result, which is the honest shape of this work rather than a headline. Where a buyer needs enterprise procurement, Profound publishes SSO and SAML, SOC 2 and nine engines against our five, and our rendered pricing text carries no SSO, no SOC 2 and no white label at all, verified by a word boundary search of the whole document on 21 October 2026. On agency use our own page also contradicts itself, describing the Agency plan as covering ten client brands while its comparison table reads No under "More than one business" for every plan including Agency. Both render, and a reader deserves both readings.

Questions about buying PR and social from one supplier

Is an integrated retainer cheaper than two specialists

Usually it is cheaper than two full retainers and more expensive than one plus a freelancer. The saving is real and it is in coordination rather than in rates. Ask for the blended fee to be broken into a press line, a content line and a paid line, then compare each line against a specialist quote for that line alone.

Who should own the response when something goes wrong in public

One named person, with a deputy, and a written sequence that covers both a press enquiry and a comment thread. The discipline matters less than the fact that it is settled in advance. Most combined retainers name a lead for each lane and never say which one is senior at nine on a Saturday evening.

Does press coverage help social performance

It gives the social calendar something true to say, which is the scarcest input on most accounts. Treat a placement as an asset with a month of life: the post on the day, the quote card, the founder's own account, the sales deck and the site. Agencies that only post the link on the day are leaving most of the value on the table.

Should influencer work sit with the PR side or the social side

With whoever holds the advertising compliance, because that is what paid creator work is. The practical answer on most accounts is the social side, since it already runs approvals and paid amplification, with the press side briefing the story. Put the disclosure wording in the brief either way.

What does a combined retainer measure in month one

Setup rather than outcomes. A current press list, an approved message document, the escalation path, the content calendar and the baseline numbers. Any proposal promising placements in the first thirty days is selling a publicity shop under a different name, and our public relations page explains which of the three businesses that is.
