How much of a UAE marketing budget should go to the agency fee and how much to media
The split is a decision about which problem you have, not a ratio to copy, and three of the four common splits are wrong for a UAE business starting out.

When a UAE company asks how to divide a budget between the agency fee and the media spend, it is usually asking the wrong question first. The ratio follows from which of four situations you are in. Work out the situation, then the split falls out of it, and you can defend the number to whoever signs.
The four situations, and the split each one implies
- Nobody has heard of you and your site cannot convert. Most of the money goes to work, not media. Buying traffic to a page that does not answer the question wastes the media and teaches you nothing. Fix the pages and the tracking first, run a small media budget purely to generate data.
- The site works and demand exists. This is the only situation where heavy media is right. The fee covers management and the media does the lifting, and your job is to watch the cost per enquiry weekly.
- Demand exists and you are invisible in the places buyers look. Fee heavy again, because the work is publishing and being referenced rather than bidding. Media here buys you presence while the slower work accumulates.
- You do not know which of the three you are in. Then your first purchase is a measurement, not a campaign, and it is the cheapest thing on this page.
Why a flat ratio travels badly to this market
The ratios quoted in general marketing advice come from markets with cheap, deep search demand. Two things about the United Arab Emirates change the arithmetic. Auction costs in the commercial Dubai categories are high relative to the size of the addressable audience, so a given media budget buys fewer useful clicks than the same budget in a large market. And a meaningful share of UAE B2B demand is relationship and referral led, which media cannot buy at any ratio.
So the honest planning rule is the one nobody puts in a template: decide the minimum media budget that produces a readable result in your category, and treat everything above it as discretionary. If your category needs a certain weekly volume of clicks before the numbers mean anything, a budget below that is not a small campaign, it is a donation.
Three fee structures and what each does to the split
| Fee basis | Effect on the split | Watch for |
|---|---|---|
| Flat retainer | Fee is fixed, so the split moves whenever you change media | Scope creep in the other direction, with attention falling as spend rises |
| Percentage of spend | Fee rises and falls with media, keeping the ratio fixed | Attention falling exactly when you cut budget, which is when you need it |
| Fixed outputs plus a media management fee | Separates the two halves so each can be judged | Nothing structural, and it is the model worth asking for |
The third row is the one to request. It lets you cut media without cutting the publishing work, and it makes two quotes comparable, which the other two models do not.
What belongs in the fee side and nothing else
- Pages written and published, with a count.
- Technical changes to the site, with a list.
- Campaign setup and weekly management, named.
- The monthly report and the measurement behind it.
- Creative production, or an explicit line saying it is extra.
If your quote has a single monthly number with no output count behind it, you cannot judge the split because you do not know what the fee buys. Ask for the count before you argue about the ratio.
Five lines that quietly eat a UAE media budget
- Creative production charged as media. Shoots, Arabic adaptation and design are fee items. Watch for them being funded out of the media line.
- Platform and tool subscriptions. Decide who pays and in whose name the account sits.
- Taxes and platform charges on advertising. Ask your supplier to show the gross and net on the invoice so you know what reached the auction.
- Currency. Dollar denominated platforms and tools billed into a dirham budget move with the rate. Ask finance what the conversion margin is on your card.
- Testing you never read. Budget for the test and budget the hour to read it, or do not run it.
The measurement line, and why it is small
Keep a fixed, small amount for knowing where you stand. It is the line that makes every other split defensible in quarter two, because without it the review turns into an argument about whether anything changed.
Here is the specific reason it matters in this market. On 22 October 2026 we put 198 UAE buying questions to ChatGPT and Gemini, with the market written into the prompt because the country parameters on the search API are accepted and then ignored. Of the 60 blind readings, 34 named no supplier at all, and the businesses named most often were global software rather than UAE firms. Buyers in this market are getting answers with nobody in them, which is a cheap gap to fill with publishing work and an expensive one to fill with media.
Questions UAE companies ask about dividing a marketing budget
Is there a normal percentage for agency fees here? There are conventions and they are a poor guide, because the same percentage buys completely different amounts of work depending on whether creative and reporting are inside or outside the fee. Compare output counts, not percentages.
Should the agency hold the ad account? You should own it, and they should have access. Account ownership is the single most expensive thing to discover you got wrong when the relationship ends.
What is the smallest sensible media budget? The amount that produces enough weekly data to make a decision in your category. Ask any supplier to state that number for your category before you set a budget, and treat an unwillingness to answer as a finding.
Should we cut media or fee when the budget tightens? Cut whichever is producing less, which you can only know if the two were separated in the quote. This is the practical argument for the fixed outputs plus management fee model.
Does the split change once we have Arabic content? The fee side goes up for a quarter while the pages get written, then falls. Plan the Arabic work as a project with a page count rather than inside a monthly fee.
The line that makes the ratio defensible in quarter two
Whatever split you choose, the review will ask whether it worked, and that question is unanswerable without a starting position. Record it before the first invoice: the enquiry numbers you have today, and what buyers are told when they ask an assistant for a supplier in your category. The first is in your own systems. The second needs somebody to ask the questions and keep the answers, which is the job we do at AI Knows Us.
Then hold the review on the date. A budget split nobody reviews becomes permanent by default, and permanent is the one thing a first split should never be.
