Digital marketing agencies in Dubai, Abu Dhabi and Sharjah: social media, PPC and content under the UAE's permit and data rules
How a UAE business should brief and compare a digital marketing, social media, PPC or content agency, built on the Media Council's advertiser permit, the federal data protection law, the 2024 telemarketing rules and Dubai's property ad permits, read on 22 October 2026.

To choose a digital marketing agency in Dubai, Abu Dhabi or Sharjah, first decide which channels you are buying (social media, Google Ads, content, or all three), then check that the agency works inside four sets of UAE rules. Since 2025 people who post ads on social media need an advertiser permit from the UAE Media Council. Customer lists fall under the federal data protection law. Sales calls follow the 2024 telemarketing rules. And in Dubai, property ads need a Trakheesi permit. A good agency names the person doing each channel, keeps every ad account in your company's name, and reports cost per enquiry, not likes.
We read the sources on this page on 22 October 2026. Rules in the UAE change often, so check the regulator's own page before you rely on a detail.
Where people in the UAE search and scroll
StatCounter's figures for September 2026 put Google at 93.47% of search in the UAE and Bing at 3.96%. Paid search in the UAE is Google Ads first.
For social media, the same month shows Facebook sending 78.4% of the visits that social networks send to websites, Instagram 8.27%, X (Twitter) 6.63% and YouTube 3.52%. These figures count clicks out to websites only. They do not show time spent in each app, and they do not count WhatsApp, where many UAE enquiries end. Ask any agency how it will count an enquiry that starts on Instagram and finishes in a WhatsApp chat. Our comparison of WhatsApp marketing software explains what Meta allows.
What to buy: four channels, four briefs
Most Dubai agencies sell "digital marketing" as one monthly package. Split it before you compare quotes, because each channel is judged differently.
| Channel | What you are paying for | How to judge it |
|---|---|---|
| Social media management | Posts, stories, replies, community work, creator deals | Enquiries and sales traced to social, plus reply time |
| Paid social | Media spend on Meta, TikTok, Snapchat or LinkedIn plus a fee | Cost per result in the ad account |
| PPC (Google Ads) | Media spend plus account management | Cost per qualified enquiry in the ad account |
| Content marketing | Articles, guides, video, case studies, in Arabic and English | Search Console impressions and enquiries by page |
Ask for every quote to separate media spend from the agency fee. A single blended monthly number hides how much of your money reaches the platforms. For search engine optimisation on its own, our guide to choosing an SEO company in Dubai covers the licence check and the Arabic question.
Social media and influencers: the advertiser permit
On 30 July 2025 the UAE Media Council announced an advertiser permit for people who publish promotional content on social media. As The National reported that day, citing the state news agency WAM:
- the permit is needed whether the content is paid for or not;
- it is mandatory for individuals working in digital advertising, and was announced with a three month grace period;
- it is free for the first three years;
- no advertisement may be published except through an account registered with the council and linked to the permit;
- visitors who advertise need a visitor advertiser permit, applied for through a licensed advertising or talent management agency, valid for three months before renewal.
For you as the brand: ask every creator for their permit and keep a copy with the contract, and if your agency books creators, write in that it checks every permit, including the visitor permit for anyone flown in.
Abu Dhabi has its own permit as well
The same report noted that influencers working for financial gain in Abu Dhabi must also hold a permit specific to that emirate, and can face a Dh10,000 fine without one. An Abu Dhabi campaign therefore has one more check than a Dubai one. Ask the agency which permits each creator on the plan holds.
PPC in Dubai: ownership, language and regulated sectors
Google Ads in the UAE has three questions a buyer should settle first.
- Whose account is it? The Google Ads account, the billing profile and the conversion tracking should belong to your company, with the agency given access. If the agency runs your ads inside its own account, you may not be able to take the history with you when you leave.
- Which languages? Many UAE categories are searched in both English and Arabic, with different phrasing. Ask for separate campaigns or ad groups by language, each with its own landing page. Our Arabic guide to how Google Ads works in the Gulf explains the auction and budget for Arabic-speaking owners.
- Is your sector regulated? In Dubai, every real estate advertisement needs a permit. The Dubai Land Department says all real estate companies wishing to publish any real estate advertisement in the emirate must apply through the Trakheesi system, and in October 2020 its regulator, RERA, fined 10 companies and warned 30 more, with fines starting at AED 50,000 and rising. Health, finance and education ads can need approvals of their own, so ask. Put in the contract who obtains each permit.
For an online shop, Google's Merchant Center lists the UAE as a supported country for product listings, priced in dirhams, with the Shopping tab available to users there. A Shopping campaign needs a clean product feed, which is often more work than the ads themselves. Our guide on agency, freelancer or in-house for Google Ads helps decide who should run it.
Content marketing in Arabic and English
Ask who writes the Arabic, and whether that person is a native speaker writing from the brief rather than translating finished English. Do keyword research in Arabic separately, since people do not search with a word-for-word translation, and give each language its own page. Each piece should be measured by Search Console impressions and clicks and by enquiries from the page.
Lead generation and customer data
B2B lead generation in Dubai usually mixes LinkedIn, Google Ads, email and calls. Two sets of rules apply.
The federal data protection law
Federal Decree by Law No. 45 of 2021 concerning the Protection of Personal Data, which we read on the UAE legislation portal (through an archived copy, since the portal blocked our request), sets the rules for customer and lead data. Article 6 says the controller must be able to prove consent, that consent must be clear and simple, and that the person can withdraw it at any time. Article 17 gives people the right to stop processing for direct marketing, including profiling. Article 9 requires a breach to be reported to the UAE Data Office. Companies in free zones that have their own data protection laws are outside its scope, so check which law applies to you.
The 2024 telemarketing rules
Cabinet Resolution No. 56 of 2024 on telemarketing sets clear limits for sales calls, whether your own team or an agency makes them. A company needs prior approval to do phone marketing, must use local numbers registered under its own commercial licence, and must not call numbers on the Do Not Call Register. Calls may only be made from 9:00 am to 6:00 pm. If a consumer says no on the first call, you may not call back, and an unanswered number may be called back no more than once a day and twice a week. The Ministry of Economy, TDRA and the competent authorities run the register and complaints together. A lead generation agency that offers calling should show how it meets each line.
Dubai, Abu Dhabi and Sharjah are different briefs
Dubai has the densest agency market and the most contested ad auctions, in property, clinics, visas, schools and retail. Expect to compare many agencies; insist on the channel split above.
Abu Dhabi has more government, semi-government and large-company buyers, longer approval chains, and Arabic carries more weight. Many agencies serving Abu Dhabi are licensed in Dubai, which is normal; ask who attends meetings in the capital. Our guide to choosing an SEO company in Abu Dhabi covers selling into a committee.
Sharjah and the Northern Emirates, including Ajman and Fujairah, are smaller markets with many trading, manufacturing and education businesses. The federal rules on this page apply in every emirate. Our guide to selecting an SEO company in the UAE covers multi-emirate buying.
Questions about digital marketing agencies in the UAE
Does a creator promoting my brand in the UAE need a permit?
Yes, under the Media Council's advertiser permit announced in July 2025, paid or not. A visiting creator needs the visitor permit through a licensed agency, and Abu Dhabi has its own permit for influencers working for gain there.
Should my ad accounts be in my name or the agency's?
Yours. Ask the agency to work inside your Google Ads, Meta Business and analytics accounts with its own access, so the history stays with you.
Can an agency cold call leads for us in Dubai?
Only within Cabinet Resolution No. 56 of 2024: prior approval, local numbers on the company's licence, no numbers on the Do Not Call Register, and calls between 9:00 am and 6:00 pm.
When can we judge whether a digital marketing agency is working?
Judge it on what is measured: cost per enquiry in the Google Ads account, cost per result in Meta Ads Manager, Search Console impressions and positions for content, and enquiries counted by channel against the figures you recorded before the start. The outcome depends on competition, your offer and your budget.
When a UAE buyer asks an assistant instead
A business owner in Dubai can type "best social media agency in Dubai for a restaurant" into ChatGPT or Gemini and get three agency names, and the Arabic version of the same question can name different firms. Those names come from directories, reviews, press and pages the assistant can read. No ad budget buys a place in that answer. AI Knows Us is a different kind of service from an agency: it asks buyer questions like these on ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews and shows a UAE business which companies get named and which sources the answer leans on.
