How to shortlist three marketing agencies in the UAE in ten working days

A ten day process that replaces two months of pitches, built around the four documents a UAE agency can produce by return and the two it cannot fake.

Agency selection in the United Arab Emirates stretches to two months because buyers run it in the wrong order: long list, then meetings, then a brief, then pitches, then a decision. Reverse it. Write the brief first, ask for documents rather than presentations, and only meet the three that survive the paperwork. Ten working days is enough, and the process below is the one to copy.

Day one and two, write the requirement, in one page

Nothing else can start until this exists. One page, six lines, and it is the only thing you send out.

  • The outcome you are buying, in a sentence a finance person would approve.
  • The two or three channels in scope, and the ones explicitly out of scope.
  • Your monthly budget band, split between fees and media. An agency that does not know the media split cannot scope the fee.
  • Who inside your company owns the decision, and who has to sign.
  • Your website and who can deploy a change to it. This single line eliminates more wasted weeks than any other.
  • The date you intend to sign, and the date work starts.

If you cannot fill in the budget band, you are not ready to shortlist and the market will discover that in week three at your expense.

Day three, build a long list of eight, not twenty

Eight is enough for a UAE shortlist. Build it from four sources rather than one, because every single source has a bias: firms you have seen do work for companies like yours, firms your peers name without being asked, firms that come up when you ask an assistant your own buying question, and directories as the last input rather than the first. On the directory point we have a measured note below that is worth reading before you weight them.

Day four to six, ask for four documents, and refuse the deck

Send the one page requirement and ask for four things. Say that a credentials deck is not needed and will not be read, which saves both sides a week.

  1. The trade licence, with the activity list. Mainland or free zone, and whether the licensed activities actually cover what you are buying. It takes you two minutes to read and it has ended shortlists.
  2. One case with a number and a date. Not a logo wall. One client, what changed, over what period, and who at the client would confirm it.
  3. The names and locations of the people who would do the work, and who the day to day contact is. Pitch teams and delivery teams differ, and the gap is the single most common complaint after month three.
  4. A sample monthly report from a live account, redacted. This is the document that separates the field, because it shows you what you will actually receive in month two.

Give five working days and accept nothing late. Punctuality on a document request is the cheapest available signal about month six.

Day seven, score on evidence, not on polish

Score each respondent out of ten on four things only: licence covers the work, case carries a number and a date, named delivery people, report shows outcomes rather than activity. Three will pull ahead. If four do, add a fifth criterion that matters to you specifically, such as Arabic capability or a sector you operate in, and re-score. Do not add criteria after you have seen the responses in order to justify a favourite.

Day eight and nine, three conversations, 45 minutes each

Same five questions to all three, in the same order, with somebody taking notes.

  • What would you do in the first 30 days, and what would we have at the end of it?
  • What in our brief do you disagree with? The best answer in this process is usually an objection.
  • Who deploys a change to our site, you or us, and what happens when our developer is unavailable?
  • What does your report say in a month when nothing improved?
  • Which of our competitors have you worked with, and what will you do about it?

Day ten, settle six contract points before you say yes

This is the day most buyers skip and then spend a quarter regretting. Settle, in writing: notice period and what happens to work in progress; who owns the ad accounts, analytics and content at the end; the invoice currency and the entity issuing it; governing law and venue; what personal data they will process and where; and the one number the engagement is judged on. The UAE specific items here are the entity and invoice line, because mainland and free zone suppliers invoice differently, and the data line, because the federal data protection law and the telemarketing rules sit under any lead generation work a supplier does in your name.

A measured note on directories, before you weight them

On 22 October 2026 we put 198 UAE buying questions to ChatGPT and Gemini with the market fixed inside the prompt, which produced 60 blind readings. Across them, clutch.co appeared in 11 readings, goodfirms.co in 5, designrush.com in 3, g2.com in 2 and trustpilot.com in none. Individual UAE agency sites publishing their own material appeared about as often or more: slmarketing.ae in 11 readings, rath.ae in 9, bigalc.ae in 8.

Two things follow for a shortlist. A directory ranking is a weak signal because the engines your own buyers consult are not treating directories as the authority. And 34 of those 60 readings named no agency at all, so if you ask an assistant for a UAE shortlist and get a vague answer, that is the state of the category rather than a failure of your question.

Questions UAE buyers ask while shortlisting a marketing agency

Should we pay for a pitch? No, and you should not ask for one either. Paid pitches reward presentation skills. The document request above buys better information for nothing.

Is three too few to compare? Three real conversations with firms that passed a document test beat eight meetings with firms that passed nothing. If all three fail, go back to the long list rather than lowering the bar.

Does the agency need an office in our emirate? Only for work that needs somebody physically present, such as shoots, events and activations. For search, content, paid and analytics work it changes nothing, and insisting on it shrinks your field.

How long should the first contract run? Long enough to be judged and short enough to leave. Agree the number the engagement is judged on and a review date, and keep the notice period short in the first term.

What if the best firm is busy for six weeks? Take the start date and use the gap to fix the things that are yours anyway: who can deploy site changes, analytics access, and the baseline numbers you will measure against.

Day zero, which happens before day one

There is one task that belongs before the requirement is even written, and it takes half an hour. Ask the engines your own buying question with the United Arab Emirates in the text, and record which firms are named and which sources are cited. You are not shortlisting from that answer. You are establishing the starting position, which is the only thing in this entire process that cannot be reconstructed once an agency has started work.

Keep the file. Hand a copy to the three firms you shortlist and ask each one what it would do about it. The answers to that question separate suppliers faster than any of the five interview questions above, and it is the reason we built the standing version of that reading at AI Knows Us.
