Outdoor advertising agency in India: the city permission decides the campaign, as Mumbai's 2025 policy and Ahmedabad's 2023 policy show

How to buy hoardings, bus shelter and digital outdoor advertising in India, built on the BMC Policy Guidelines for Display of Outdoor Advertisements 2025 and the AMC Outdoor Advertisement Policy 2023, read on 22 October 2026.

An outdoor advertising agency in India sells you sites, and every site lives or dies by a city permission. In India, permission for hoardings, bus shelter panels, kiosks and digital screens is granted by the municipal body under its own policy, so the rules in Mumbai differ from the rules in Ahmedabad, Visakhapatnam or anywhere else. Before you compare prices, ask any outdoor agency three questions for each site: which category of advertising it falls under in that city's policy, who holds the permission and until what date, and what size, lighting and content the permission allows. An agency that answers quickly and in writing is one you can work with.

Who sells outdoor advertising in India

Three kinds of business sell outdoor media, and they are easy to confuse. A media owner holds the permission or the contract for a set of sites, such as hoardings on private buildings or panels on public property won through a municipal tender. An outdoor specialist agency plans campaigns across many owners' sites, negotiates rates and checks that the ads ran. A full service advertising agency creates the campaign and usually buys outdoor through a specialist or directly from owners. Our page on billboard advertising companies explains what each kind can book and how each is paid, and our guide to top Indian advertising agencies covers how the national lists are built.

Mumbai: what the BMC's 2025 policy changed

The Brihanmumbai Municipal Corporation's Policy Guidelines for Display of Outdoor Advertisements 2025, published on 27 November 2025 and read on 22 October 2026, sets out its own list of what is new. The points that matter to a buyer:

  • Zones are gone. The old division of Mumbai into Zones 1, 2 and 3 with different sizes was dispensed with, and the policy now allows any size of hoarding, as defined in the policy, anywhere in BMC jurisdiction.
  • Structural safety has a procedure. The policy adds a Standard Operating Procedure for structural design and stability and a structural audit for hoardings.
  • Expired permits lapse faster. A permit now ceases three months after expiry instead of six.
  • Lighting needs police clearance. Illuminated or digital hoardings need a No Objection Certificate from the Joint Commissioner of Police (Traffic). Without it, the permit is not granted or renewed for illumination.
  • Digital is encouraged. Malls, multiplexes, shopping complexes, commercial buildings and petrol pumps can apply for digital LED advertisements.
  • Near power lines, a hoarding needs a specific NOC from the electricity transmission company.
  • BMC's own premises are offered through e-tenders, with a one year bank guarantee from the successful bidder, and the policy lists insurance of 5 lakh to 1 crore.
  • Repeat non-payment of fees can get an advertiser or permit holder blacklisted, and BMC says it is moving permits online.

Bus shelter advertising in Mumbai

The BMC policy lists advertisement on bus queue shelters as its own type, alongside skywalks, kiosks, cantilevers and compound walls. If you are buying bus shelter panels in Mumbai, ask the seller who holds the right to advertise on those shelters, how long that right runs, whether the panels are lit or digital, and, if they are, whether the traffic police NOC is in place. Ask for a list of the exact shelters with locations, not just a route or a ward, and ask for dated photographs once the campaign is up. Bus shelters suit messages people can read in a few seconds from the pavement or a slowing vehicle, so keep the copy short.

Ahmedabad: what the AMC's 2023 policy restricts

The Amdavad Municipal Corporation's Outdoor Advertisement Policy 2023 was approved by its Standing Committee on 7 December 2023 and by the Municipal Board on 22 December 2023, and the AMC site also lists a 2026 draft. The 2023 policy covers advertising on AMC properties, private properties, kiosks on electric poles, gantries, traffic booths, vehicles, bus passenger shelters, foot over bridges and flyovers, temporary displays and self signage. It bars advertising on or in front of heritage buildings and places of worship, refuses temporary permissions within 50 metres of any cross road circle, restricts flex banners above 1.67 square metres, and bars wall painting for advertising except government and artistic painting. Its content list rules out alcohol and tobacco promotion, tobacco ads prohibited under the COTPA Act, 2003, moving or blinking displays, and ads "casting aspersion of any brand or person".

Other cities follow the same pattern

Every city runs its own process. The Greater Visakhapatnam Municipal Corporation, for example, lists a "Special Advertisement" registration among its online citizen services. The lesson for a national campaign is that an agency buying sites in ten cities is working under ten sets of rules, and should show you the permission position city by city rather than as one line on the estimate.

Rules that apply to every outdoor ad in India

The Advertising Standards Council of India, established in 1985, runs the self regulation code that asks advertisements to be "legal, decent, honest and truthful, and not hazardous or harmful, while observing fairness in competition". On a hoarding there is no room for small print, so claims need to be ones you can prove in a single line. Health, education, real estate and finance claims draw the most complaints, so have them checked before the artwork goes to print.

Ask before you bookWhy it matters
Policy category and permission holder for each siteA site without a valid permission can be removed mid campaign
Permission expiry dateIn Mumbai an expired permit now lapses three months after expiry
Lighting and digital clearancesIn Mumbai, lit and digital hoardings need a traffic police NOC
Exact locations and dated photosSo you can check the ads ran where and when you paid for
Who pays for printing, mounting and repairsThese are often extra to the site rent

Outdoor advertising questions from Indian advertisers

How do I check that a hoarding has a valid permission?

Ask the agency or media owner for the permission details for that site, including the date it expires, and keep a copy. A seller who will not share them is a risk.

Is digital outdoor better than a printed hoarding?

Digital lets you change creative and share a screen with other advertisers, while printed sites give you the space to yourself. Choose by how often your message changes and by where your customers pass.

How should I judge whether an outdoor campaign worked?

Agree one measure before it runs, such as calls, walk ins or searches for your brand name in the campaign weeks, and compare it with the weeks before. Our page on billboard marketing effectiveness covers the method.

Can a small business afford outdoor?

Often, if it buys a few sites near where customers live or shop rather than a city wide campaign. Bus shelters and kiosks near the store are a common starting point.

Do the same rules apply across India?

The ASCI code applies everywhere, but site permissions come from each city's municipal body, so the process and limits differ from city to city.

What a buyer sees after the hoarding

A hoarding puts a name in someone's head, and the next step is often a search or a question to ChatGPT or Gemini: which builder is behind that project, which coaching centre has the best results, is this hospital any good. The assistant answers from reviews, news and listings, not from the hoarding, so the campaign and the answer can tell different stories. AI Knows Us asks those follow up questions for a business and shows what the assistants say and which sources they used.
