Seller lead generation: six sources of listing leads, warmest first, and the phone rules for expired and FSBO calls

How a real estate agent finds homeowners who are about to sell, how to contact each kind, and the do-not-call and Code of Ethics rules that decide the cold ones.

Seller lead generation is the work of finding homeowners who are likely to sell and becoming the agent they call first. The reliable sources, warmest first, are your own past clients and sphere, home value requests from your website, expired and withdrawn listings, owners selling without an agent, and a geographic farm you work for years. The warm sources need patience. The cold ones need rules: the federal do-not-call registry and the REALTOR Code of Ethics decide how you may contact an expired or for-sale-by-owner seller, so set up those checks before the first call.

Why seller leads are a different job from buyer leads

A buyer lead is someone shopping right now, and many agents compete for the same person on the same portal. A seller lead is usually someone who has not decided yet. They are thinking about a move in six or eighteen months, and the agent who stays useful in that window tends to get the listing appointment.

That changes three things. You measure on a longer cycle. You win on trust more than speed. And the people most likely to list with you are often people who already know you, which is why the cheapest seller leads are usually the ones you already have.

Past clients and sphere

Send each past client a short home value update once a year and a market note every month or two. Mention one recent sale on their street, with the real figures where you are allowed to share them. When someone in your sphere says they are thinking about moving, that is a seller lead. Write it down with the date, so it is not lost in a group chat. A drip sequence for this list is set out in our page on email marketing for real estate agents.

Home value requests

A home valuation page is the main inbound seller lead tool. Keep it honest. Ask for the address, a few facts about the home and how to reach the owner, then send a range with the comparable sales behind it, prepared by you, within a day. An automatic number with no follow up is a weak lead. A real person with a short written explanation is a listing conversation.

Expired and withdrawn listings

An owner whose listing just expired still wants to sell, and is often unhappy with how it went. Lead with a specific, written view of why the home did not sell: price, photos, timing or access. Do not criticise the previous agent. Check the listing has actually ended before you make contact, for the reason set out in the ethics rules below.

For sale by owner

Many owners try selling alone first. Offer something they can use without signing anything: a pricing check, a list of the paperwork a sale needs in your state, or a short guide to showings. Some will call you later. Keep the contact light, because pressure tends to end it.

A geographic farm

Pick one neighbourhood of a size you can serve properly, and mail it on a steady schedule for years, not months. A farm works because people remember the agent who kept sending useful local numbers. Pair the mail with a page on your site about that neighbourhood, so a homeowner who searches for it finds you.

Paid social

Facebook and Instagram ads for home value offers can add volume to the inbound side. In the US they run under Meta's housing category, which limits targeting. The setup and the Fair Housing rules are covered in our page on Facebook ads for realtors.

The phone rules that decide expired and FSBO calls

Calling an owner to win a listing is a telephone solicitation under the FCC's TCPA rules, 47 CFR 64.1200 (eCFR text current to 19 October 2026). The parts that matter most for seller prospecting:

  • The national do-not-call registry. You may not make telephone solicitations to a residential number on the registry. To rely on the rule's safe harbour, you need written procedures, trained staff, and a version of the registry downloaded no more than 31 days before the call.
  • Calling hours. No telephone solicitations before 8 a.m. or after 9 p.m., local time for the person you call.
  • The inquiry window. An established business relationship includes a homeowner's inquiry about your services in the three months before the call. A home value request is an inquiry about your services, so it opens that window. A transaction with you counts for 18 months.
  • Personal relationships. Calls to a family member, friend or acquaintance of the caller are outside the registry rule.
  • Your own list. If someone asks you to stop calling, record it on your internal do-not-call list and honour it. That request also ends any business relationship for calling purposes.
  • Autodialers, recordings and texts. Calls to mobile phones using an autodialer or a prerecorded voice need the person's prior consent, and a person can withdraw consent in any reasonable way.

Access to the registry is bought by area code at telemarketing.donotcall.gov. Under the FTC's rule, 16 CFR 310.8, the first five area codes are free and each additional one is $85 a year. The FCC rule also lets states use the federal data for their own lists, so check your state's rules as well.

The ethics rules for prospecting sellers

If you are a REALTOR, the 2026 NAR Code of Ethics sets four lines worth knowing:

  • Standard of Practice 16-4. You may not solicit a listing that is currently listed exclusively with another broker. If the listing broker refuses to tell you the expiration date and type of listing, you may contact the owner to find out, and may take a listing that starts when the current one ends.
  • Standard of Practice 16-2. A general mailing or telephone canvass to everyone in an area is allowed, even if some recipients are another agent's clients. This is what makes a farm acceptable.
  • Standard of Practice 12-1. Do not say your brokerage services are free unless you will receive no compensation from any source.
  • Standards of Practice 12-5 and 12-8. Every ad must show your firm's name in a readily apparent way, and the information on your website must be kept current.

Measuring seller lead generation

Tag every seller lead with its source when it arrives, then track four numbers by source: leads, listing appointments, signed listings and closed sales. Divide what each source cost, in money and in hours, by its signed listings. Review it every quarter, not every week, because a farm or a sphere list can take a year to show its value. If you buy leads, run the same arithmetic on the vendor. Our page on the best lead generation for real estate agents walks through it.

Questions about seller lead generation

What is the best source of seller leads for a new agent?

Your sphere and a home value page on your own site. Both cost little, and both create leads that already know who you are.

Can I call expired listings?

Yes, once the listing has ended, but the call is a telephone solicitation. Check each number against the do-not-call registry and call only between 8 a.m. and 9 p.m. local time. Letters and visits are outside the phone rules.

Can I contact a for sale by owner seller?

Yes. The same phone rules apply. An owner who asks you for information, for example by requesting your pricing check, opens a three month inquiry window.

When can a geographic farm be judged?

Plan on a year or more of steady contact before judging it. A farm is a long programme, so pick an area you can afford to mail for that long.

Should I buy seller leads?

Only after you know your own cost per signed listing from free sources. Then compare the vendor's price against that number, not against its lead count.

When a seller asks an assistant instead of a neighbour

More homeowners now type "who is the best listing agent near me" into ChatGPT or Gemini before they ask a friend. The answer names a few agents and leans on the pages it trusted, and it can differ from what Google shows for the same town. AI Knows Us asks those assistants the questions sellers in your market ask, and shows whether you are among the agents they name and which sources they used.
