SEO and digital marketing in Malaysia: the amended PDPA, the influencer disclosure rules and what an SEO package should contain
How to buy SEO, local SEO, social media, content and online marketing in Malaysia, built on the Personal Data Protection (Amendment) Act 2024, the Content Code 2022, the Malaysian Code of Advertising Practice, Google tax rules and StatCounter figures read on 22 October 2026.

To buy SEO or digital marketing in Malaysia in 2026, start with what the work must deliver and the rules it must follow. Google handles more than nine in ten searches in Malaysia, so an SEO package should list the Google work it includes, page by page and month by month. The amended Personal Data Protection Act now requires a data protection officer and breach notice within 72 hours, and the Content Code 2022 tells influencers exactly how to label paid posts. A good Malaysian agency works inside both, keeps every account in your company's name, and never promises a ranking.
Where Malaysian customers search and scroll
StatCounter's figures for September 2026 put Google at 91.27% of search in Malaysia, Bing at 5.62% and Yahoo at 1.94%. SEO in Malaysia is Google SEO first.
For social media, the same month shows Facebook sending 77.3% of the visits that social networks send to websites, YouTube 12.71% and Instagram 3.22%. These count clicks out to websites, so chat apps are not listed; ask any agency how it will count enquiries that end in WhatsApp. Our comparison of WhatsApp marketing software explains what Meta allows.
Malaysians search in Malay, English and Chinese, and the phrasing differs by trade. Check each version in Keyword Planner before choosing page titles, and keep each language on its own page.
What an SEO package in Malaysia should contain
A package from one agency can only be compared with another if both list the work. Ask for these lines in writing:
| Line in the package | What to ask |
|---|---|
| Technical audit and fixes | Who makes the fixes on your site, and how many hours are included? |
| Pages written or improved | How many a month, in which languages, and who checks the facts? |
| Local SEO | Which Business Profiles are managed, and how are reviews handled? |
| Links and mentions | Where do they come from? Paid links break Google's spam policies. |
| Reporting | Search Console impressions and positions, enquiries by page, and the work done that month. |
A WordPress SEO package should also say which plugin it uses, who updates it, and whether the agency will touch your theme. Our guide to hiring a WordPress SEO expert covers the checks. For an online shop, ecommerce SEO in Malaysia is mostly category pages, product data and site speed; our page on ecommerce SEO in the order to fix it sets out the sequence.
Local SEO in Malaysia
For shops, clinics and service businesses, local SEO is the Business Profile and the pages behind it. Google says local results are mainly based on relevance, distance and popularity, and that there is no way to request or pay for a better local ranking. One profile per real branch, accurate hours, real photos and replies to reviews come first. Our guide to local SEO from the profile to the map pack covers the method.
The amended PDPA and your customer data
The Personal Data Protection (Amendment) Act 2024, Act A1727, received Royal Assent on 9 October 2024 and was gazetted on 17 October 2024. The Minister brought it into force in three steps under P.U. (B) 522: some sections on 1 January 2025, most on 1 April 2025, and the data protection officer, breach notice and data portability sections on 1 June 2025. We read both documents on the Personal Data Protection Commissioner's site. What changed for marketing:
- "Data user" is now "data controller", and data processors, such as an agency handling your lists, must follow the Security Principle themselves.
- Higher fines. The penalty under section 5 rose from RM300,000 or two years to RM1 million or three years.
- A data protection officer. Section 12A requires a controller to appoint one or more DPOs and notify the Commissioner; a processor working for you must appoint its own.
- Breach notice. Section 12B requires notice to the Commissioner as soon as practicable. The Commissioner's Data Breach Notification Guideline (25 February 2025) sets the limit at 72 hours, and notice to affected people within 7 days after that where the breach is likely to cause significant harm.
- Biometric data is now sensitive personal data, and people can ask for their data to be sent to another controller under the new data portability right in section 43A.
Your agency contract should say who is the controller, who is the processor, who the DPO is on each side, and who reports a breach of an ad audience or a lead list.
Influencer and social media marketing: the Content Code rules
The Content Code 2022 from the Communications and Multimedia Content Forum covers online advertising, and its Part 3 says influencers, agencies and online publishers must follow it as well as advertisers. Section 6.3 requires paid reviews, endorsements and testimonials to be clearly disclosed as done in exchange for payment or another arrangement, and sets out how:
- put the label with the content itself, upfront, using words such as "Advertisement", "Ad" or "Sponsored";
- avoid vague tags such as "sp", "spon" or "collab", or a lone "thanks" or "ambassador";
- write the disclosure in the same language as the endorsement;
- in a video, put it in the video itself, not only in the description; in a live stream, repeat it.
Section 6.1 adds that a virtual influencer used in an ad must be disclosed. In December 2025 the Content Forum announced guidelines for influencers and branded content and a "Trusted Creator" certification programme for 2026. A Malaysian influencer agency should show you how it applies all of this.
The Malaysian Code of Advertising Practice
The advertising code published by Advertising Standards Malaysia (the third edition on its site came into force on 1 September 2008) adds rules that matter to content and social media agencies. Testimonials must be genuine and based on the person's real experience (9.1). Testimonials from people living outside Malaysia need their address and country shown (9.5). Advertisers and agencies should hold signed, dated copies of the testimonials they use (9.7). And ads must be clearly recognisable as ads (18.1).
Paying for Google Ads from Malaysia
Google's tax help page says that from 1 March 2024 all Google Ads sales in Malaysia carry sales and services tax of 8%, up from 6%, for accounts with a Malaysian business address, billed by Google Asia Pacific Pte. Ltd. When an agency quotes a media budget, ask whether the 8% is inside the figure and whose company is on the account. It should be yours.
Five checks before you sign with a Malaysian agency
- Get the package as a list of work, using the table above, not as a number of keywords.
- Keep the accounts in your name: domain, hosting, Search Console, Analytics, Business Profile, Meta pages and Google Ads.
- Give read access only during an audit. Google's "Do you need an SEO?" page tells owners to grant only read access to Search Console at that stage.
- Ask who the DPO is and how breaches of your lists will be reported.
- Walk away from ranking promises. The same Google page says that if someone guarantees their changes will give you first place, you should find someone else.
These checks are the same whether the agency sits in Kuala Lumpur, Kuching or Kota Kinabalu. Three areas add local detail: Kuala Lumpur City Hall wants Malay first on every licensed sign, as our page on SEO in Kuala Lumpur and Selangor explains; Penang has an export economy that changes the SEO brief, covered in SEO and digital marketing in Penang; and a Johor Bahru business often sells to Singapore too, set out in our guide to SEO and digital marketing in Johor Bahru.
Questions about SEO and digital marketing in Malaysia
How is SEO priced in Malaysia?
By monthly retainer, fixed project, or hourly or day rate. Compare quotes on one brief: hours, named people, the work lines above and whether SST is included.
Should our website be in Malay, English or Chinese?
Write in the language your buyers search in. Check each phrasing in Keyword Planner, build a separate page for each language with demand, and link the versions to each other.
Do paid influencer posts in Malaysia need an "Ad" label?
Yes. The Content Code 2022 asks for an upfront label such as "Ad" or "Sponsored" with the content, in the same language, and in the video itself for video posts.
Does a small business need a data protection officer?
Section 12A of the amended Act requires a data controller to appoint one. Read the Commissioner's DPO guideline for how it applies to your size of business, and name the person in your agency contract.
When can we judge whether an SEO agency in Malaysia is delivering?
Judge it on what can be measured: the agreed work delivered, impressions and positions in Search Console, enquiries by page, and calls from the Business Profile. Google's SEO Starter Guide says "Some changes might take effect in a few hours, others could take several months," and suggests waiting a few weeks to assess the effect. The outcome depends on competition, your offer and your budget.
When a Malaysian buyer asks an assistant instead
A business owner in Johor can type "agensi SEO yang bagus untuk klinik" into ChatGPT or Gemini and receive three agency names, and the English and Chinese versions of the same question can name different firms. Those names come from directories, reviews and the pages the assistant can read. AI Knows Us asks buyer questions like these on ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews and shows a Malaysian agency, or a business choosing one, who gets named and why.
