SEO companies and advertising agencies in Lagos: LASAA permits, ARCON vetting and what to put in writing
How a Lagos business should buy SEO, social, PPC and outdoor advertising work, built on LASAA permit rules, ARCON vetting and licensing, the NDPC directive and Google's own guidance, read on 22 October 2026.

An SEO company or advertising agency in Lagos should be judged on three things: what it will build on Google for the part of Lagos you actually serve, whether its outdoor and paid media work sits inside the LASAA and ARCON rules, and whether every account it opens stays in your company's name. Google sends almost all search traffic in Nigeria, so SEO here is Google work: your Business Profile, the pages behind it and the enquiries they produce. Billboards, shop signs and branded vehicles need permits from the Lagos State Signage and Advertisement Agency. Most adverts also need ARCON's approval before they run. A firm that explains both, in writing, before you sign is a firm worth a second meeting.
Where Lagos customers search and click
StatCounter's figures for Nigeria in September 2026 put Google at 98.28% of search, Bing at 1.41% and Yahoo at 0.15%. For social media, the same month shows Facebook sending 87.51% of the visits that social networks send to websites, Instagram 4.31%, YouTube 3.19% and X (Twitter) 3.03%. These figures count clicks out to websites, so WhatsApp conversations do not appear in them. Ask any Lagos agency how it will count enquiries that start on a page and finish in a WhatsApp chat.
What an SEO company in Lagos should put in writing
Two Lagos quotes can only be compared when both list the work. Ask for these lines before you compare prices:
| Line in the proposal | What to ask |
|---|---|
| Technical fixes | Who makes the changes on your site, and how many hours a month are included? |
| Pages written or improved | How many a month, which services and which parts of Lagos, and who checks the facts? |
| Business Profile | Is the profile owned by your company's Google account? Who answers reviews? |
| Links and mentions | Where do they come from? Bought links break Google's spam policies. |
| Reporting | Search Console impressions and positions, calls and forms by page, and the work done that month. |
Google is plain about what it does not sell. Its page on whether you need an SEO says: "Google never accepts money to include or rank sites in our search results, and it costs nothing to appear in our organic search results." Nigerian consumer law points the same way. Section 123 of the Federal Competition and Consumer Protection Act 2018 bars a service provider from offering a guarantee to keep providing a service "until it has achieved a specified result" where the promise is materially misleading or has no reasonable prospect of being kept. A ranking guarantee in a Lagos proposal is a reason to walk away.
Local search across Ikeja, Lekki and the rest of Lagos
Google says local results are "mainly based on relevance, distance, and popularity". In a city as spread out as Lagos, distance does a lot of the work. A clinic in Ikeja and a salon in Lekki are competing in different local results, even when they type the same words into their own search box.
- Set the Business Profile address where customers really visit, or set a service area if you go to them. Do not add addresses you do not staff.
- Write one page for each area you serve with real local detail: directions from the nearest landmark, the hours that branch keeps, the phone number that rings there.
- Ask for reviews that name the service and the area.
If you are looking for an advertising agency in Ikeja or a digital marketing agency in Lekki, location is the weakest test on the list. Our guide to the full local SEO method covers the profile and the pages in order.
Advertising companies in Lagos: LASAA permits come first
Outdoor advertising in Lagos is regulated by the Lagos State Signage and Advertisement Agency, which was set up in 2006 by the Lagos State Structures for Signage and Advertisement Agency Law. Its headquarters is at Lagos Revenue House in Alausa, Ikeja. LASAA's own permit pages list the categories an advertising company in Lagos will deal with:
- On-premise signage, the sign on your own shop or office. LASAA says permit fees are charged by the type of sign, its size and its location.
- Third party advertising, which LASAA says "applies only to registered outdoor advertising companies" for permanent structures such as LED screens, unipoles, gantries, rooftops and wall drapes.
- Mobile branding of cars, buses, bikes and trucks, partial or full, with rates set monthly, quarterly, twice a year or yearly.
- Temporary advertising such as banners, parasols, road shows, branded shirts and activations, charged by the day, week or month.
- Small format street furniture and street lamp pole ads, each with its own permit.
The rules LASAA publishes say a structure's permit "shall be renewed annually", that each structure must carry its owner's registration number and permit number at its base, and, in section 25, that it is unlawful to erect or operate a structure or signage "without first being registered by the Agency". So when a Lagos advertising company quotes for a billboard, a shop front or a branded fleet, ask whose name the permit will be in, who pays the renewal, and what happens to your sign if the renewal is missed.
ARCON rules every Lagos agency works under
The Advertising Regulatory Council of Nigeria has its head office at Advertising House, National Theatre Annexe, Iganmu, in Lagos. Two of its rules shape every advertising contract in the city.
First, pre-exposure vetting. ARCON says it insists on "pre-exposure clearance of all advertisements", that the application is made by the advertising practitioner, and that "No advertisement under the vetting category should be exposed unless a Certificate of Approval" from the Advertising Standards Panel has been received. The panel meets monthly, with accelerated vetting available at 4, 8 and 16 working hours. Build that step into your launch dates, and ask your agency to send you the certificate with each media order.
Second, licensing. ARCON's practice guidelines say firms that carry on the business of advertising for profit must be licensed by ARCON, with advertisers themselves excluded, and that the licence is renewable every three years and tied to the firm's area of specialisation. Ask any Lagos agency for its ARCON licence and its area, and check the company itself on the Corporate Affairs Commission register before you pay. The national rules, including the Data Protection Act and what changes in Abuja and other states, are set out in our guide to SEO and marketing agencies in Nigeria.
Social media, content and PPC work in Lagos
A social media marketing agency in Lagos runs into two federal rules quickly. The Federal Competition and Consumer Protection Commission lists, among business obligations, that businesses must not issue deceptive adverts and must "register all sales promotions with the Commission". A giveaway or contest on Instagram is a sales promotion, so ask who registers it. The Nigeria Data Protection Commission's 2025 implementation directive (GAID) says consent is required "for any direct marketing activity" and that cookies other than strictly necessary ones need a clear accept or reject choice, shown where a visitor sees it without scrolling. A lead form or a remarketing tag added by your agency falls under those rules, and your company is the one answerable for them.
For content marketing in Lagos, ask who writes, who checks facts, and who owns the files. For PPC, Google says it has charged 7.5% VAT to Google Ads customers with a billing address in Nigeria since 1 April 2022, so ask whether a quoted media budget includes it, and insist the ad account is opened in your company's name with the agency given access.
Questions about hiring SEO and advertising companies in Lagos
Do we need a LASAA permit for the sign on our own shop?
Yes. LASAA treats on-premise signage as its own permit category, with fees set by the type, size and location of the sign, and permits renewed every year.
Does a Lagos digital agency need an ARCON licence?
ARCON says firms that carry on the business of advertising for profit must be licensed, renewable every three years, in a defined area of specialisation. Ask for the licence and check that its area covers the work you are buying.
Is an agency in Ikeja better for us than one in Lekki or Victoria Island?
Where the agency sits matters far less than where your customers are. Your Business Profile and pages should target the areas you serve, and any competent firm can build that from either side of the lagoon.
Who must get ARCON approval before our advert runs?
ARCON's vetting page says the application is made by the advertising practitioner and that media houses should not expose a vetted category advert without the Certificate of Approval. Agree in the contract that your agency handles it.
When can we judge whether our SEO in Lagos is working?
Read the Business Profile performance report for calls and direction requests, Search Console for impressions and positions on your service and area terms, and your own enquiry log by page. Google's SEO Starter Guide says "you likely want to wait a few weeks to assess whether your work had beneficial effects in Google Search results", and the outcome depends on competition, your offer and your budget.
When a Lagos buyer asks an assistant instead of Google
Buyers can now type "best SEO company in Lagos" or "who handles billboard permits in Lagos" into ChatGPT or Gemini rather than a search box. The answer they get names a handful of firms and draws on whatever pages, directories and reviews the assistant can read, and it can differ from Google's list and from one assistant to the next. If your company sells in Lagos, ask those questions yourself without your company name in the prompt and see who is named. AI Knows Us tracks those answers across ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews for businesses that want to know where they stand.
