What a UAE business may claim in its marketing, and the promise to refuse from an agency
Every claim you publish has to be provable by you, not by the agency that wrote it, and that single rule decides most of the hard cases.

The practical rule for marketing claims in the United Arab Emirates is simple to state and uncomfortable to apply. If a claim appears in your advertising, you are the one who has to be able to prove it, and an agency's confidence is not evidence. Work from that and the difficult cases resolve themselves, including the one most likely to cost you money, which is a performance promise made by a supplier in your name.
The claim you should refuse to let anybody publish for you
An agency offering guaranteed rankings or guaranteed positions is making a claim about a system it does not control. Treat the offer itself as the finding and walk away from it, because two things follow. You cannot substantiate it if challenged, and a supplier willing to say it to win your business will say other things to keep it.
The honest version of the same promise is a commitment to work, to a measurable number and to a review date. That is purchasable, provable and reviewable. The other version is a sales line.
Four categories of claim and what each one needs behind it
| Claim type | What it needs | Common failure |
|---|---|---|
| Performance claim, such as best or fastest | A documented basis you can produce on request | A superlative inherited from a brochure nobody can source |
| Price and savings claim | The reference price, the period it applied, and the conditions | A discount from a price that was never charged |
| Testimonial or review | A real customer, with consent, and no material edit | Reviews written or incentivised on your behalf |
| Regulated subject claim | Whatever your own sector regulator requires | An agency applying general marketing rules to a licensed activity |
The regulated sector trap, which is where the real exposure sits
Healthcare, legal, financial services, education, property and anything involving licensed activity are governed by their own authorities in this market, and those rules are stricter than general advertising practice. An agency that has not worked in your sector will write copy that is fine for a retailer and wrong for a clinic.
The process that prevents it is boring and works. Name one person in your business who approves every claim before it ships. Give the agency a short list of words your sector does not allow you to use. Keep a file of the evidence behind each live claim, with the date it was checked. If a claim cannot be evidenced from that file, it does not go out, however good it sounds.
Where the law sits, and the limit of what we will tell you
The United Arab Emirates has a federal data protection law covering personal data, specific rules on telemarketing introduced in 2024, media content requirements that sit behind advertising and creator work, and sector regulators with their own advertising requirements. All of that is real and all of it is in force.
What we will not do is quote article numbers or thresholds at you, and the reason is worth saying out loud. The authoritative legislative host for this market, uaelegislation.gov.ae, returned HTTP 403 to us on 22 October 2026, so we could not read the text. A 403 records what a server did on a date and is not evidence about the content behind it. Any page that cites a UAE article number without having read the text is doing something we are not willing to do, and the engines will state those numbers with complete confidence. Take the legal question to a UAE qualified lawyer, and nothing on this page is legal advice.
The three clauses that move the risk to where it belongs
- Substantiation. The agency warrants that any factual claim it drafts is supported by evidence it will provide to you on request, and that it will flag anything it cannot support.
- Approval. Nothing publishes without your named approver, including social posts and creator briefs. Most claim incidents come from channels nobody was reviewing.
- Correction. A stated window in which the supplier will take down or correct a claim at its own cost if you ask, with no argument about whose fault it was.
Those three cost nothing to add and they are the difference between a problem and a dispute.
The claim you no longer control, and what our reading found
There is a new category of claim about your business that you did not write, which is what an assistant says about you. On 22 October 2026 we put 198 UAE buying questions to ChatGPT and Gemini with the market fixed inside the prompt, because the country parameters on the search API are accepted and then ignored. In the 60 blind readings, the batch on rules, regulators and claims named nobody in either engine, and across the whole set 34 readings named no supplier at all.
That has a direct consequence for claim management. When an answer about your category contains no named supplier, nobody is being described accurately or inaccurately. When it does name you, the description is a claim in circulation that you did not approve, and the only way to manage it is to read it regularly and to make the accurate version easier to find than the inaccurate one.
What UAE businesses ask about advertising claims
Can we say we are the best in Dubai? Only if you can produce the basis on request, which means a defined criterion and a source. Most superlatives in this market have neither, and the safer and more persuasive move is a specific claim you can prove.
Can we offer customers something for a review? Incentivising reviews puts you in the territory where the review is no longer evidence of anything, and platforms and regulators treat it accordingly. Ask for reviews, make it easy, and offer nothing for the content of them.
Who is responsible if the agency wrote it? You published it. That is why the substantiation and approval clauses above exist, and why one named approver inside your business is not a bureaucratic nicety.
Do these rules cover creator and influencer content? Yes, and that channel carries additional requirements in this market around who may publish paid promotional content. Settle the permissions and the disclosure before the first post rather than after.
What about claims in Arabic? The same rule applies in both languages, and the practical risk is higher in the one your approver does not read. If you publish in Arabic, your approver has to read Arabic.
The claim about you that you did not write
Keeping your own claims provable is a process you can run. Knowing what is being said about you inside AI answers needs a reading, and it has to be the same questions every month or the comparison means nothing. AI Knows Us reads a question set you keep across ChatGPT, Gemini, Perplexity, Claude and Google AI Overviews and reports what each answer said and which sources it leaned on. For a UAE buyer the plan that reads all five engines is 199 dollars a month, the price outside the United States and the United Kingdom, read from aiknowsus.com on 22 October 2026.
The channel by channel rules that sit under this, including the advertiser permit position for creator work in Dubai and Abu Dhabi, are in our page on digital marketing agencies in Dubai, Abu Dhabi and Sharjah.
