How a UAE company proves whether its agency is actually causing the leads, and what to demand instead of an impressions dashboard

Google now supports two attribution models rather than six, read on 31 October 2026, and a WhatsApp first market breaks the remaining one, so the proof a UAE buyer needs comes from a holdout and a reconciled lead list rather than from the report.

AI Knows Us · Updated 2 November 2026

Ask for three things and the question answers itself. A lead list with a source stamped on every row, reconciled against your own CRM or booking sheet for the same period. A holdout, meaning one emirate, one service line or one campaign deliberately left unsupported for four weeks so you can see what happens without the agency. And the two numbers that survive both, which are cost per qualified enquiry and the share of enquiries your sales team accepted. Impressions, reach, clicks and share of voice are inputs. They tell you the account is running. They do not tell you the agency caused anything, and in the UAE the gap between the two is wider than in most markets because so many enquiries land in WhatsApp, where the click and the conversation are recorded in different places.

Start with what Google itself still supports, because it narrows the argument

Google's own documentation on attribution models, read on 31 October 2026 at support.google.com/google-ads/answer/6259715, opens with this note. The first click, linear, time decay and position based attribution models are no longer supported by Google. Conversion actions that used them were upgraded to data driven attribution, and last click remains available. So a UAE agency presenting a multi touch story built on position based or time decay credit is describing something the platform stopped doing. You are left with two models, and the difference between them is a real conversation worth having with a competent supplier.

That matters for the impressions dashboard question. Once only two models exist, the report has nowhere to hide. Either the conversion is counted and attributed by the platform, with a window you can state, or it is a number somebody assembled. Ask which, and ask for the conversion window in days.

The UAE specific break in the chain, which is WhatsApp

A large share of UAE enquiries arrive as a WhatsApp message, and that is where the measurement usually stops. slmarketing.ae publishes its own account data for 24 June to 24 July 2026, read on 31 October 2026, and it is unusually honest about this. AED 8,710 of media spend, 975 clicks, 95 WhatsApp chats opened and AED 92 per conversation, with the explicit note that a conversion there is a WhatsApp chat opened from the ad and not a signed booking. That is the correct way to label the number, and it also shows you exactly where the proof runs out, because nothing in that chain tells you which of the 95 chats became a customer.

accessone.ae makes the same point from the other direction, describing a clinic in Jumeirah Lake Towers paying AED 220 a click and closing one in forty leads, with the campaign working and the first ten minutes of the WhatsApp reply not. Whether or not that specific claim is yours to verify, the structure is the one to copy. Two numbers, one at the ad and one at the business, and the gap between them belongs to the team answering the phone rather than to the agency.

Closing the gap in four steps

  • One tracked number or link per channel. A separate WhatsApp link, phone number or extension for paid, for organic and for the Business Profile. Without this the reconciliation is guesswork no matter how good the dashboard is.
  • A first message that captures the source. The reply template asks what the person was looking at, or the link carries a parameter the agent can see. Thirty seconds of process replaces a month of argument.
  • One list, owned by you. Every enquiry in one sheet or CRM with date, channel, service, outcome and value. The agency may fill it in. You own it.
  • A monthly reconciliation meeting with both lists open. Theirs and yours, side by side, same date range. Most disputes die in the first meeting because both parties can see the same rows.

The holdout, which is the only clean proof available to a UAE business

Attribution assigns credit. A holdout measures causation, and it is affordable at a small scale. Pick something separable, leave it unsupported for four weeks, keep everything else constant, and compare enquiry volume against both the supported set and the same period last year. In a country where the market is effectively several cities, geography gives you a natural split, so one emirate off while the rest stay on is the cheapest experiment available. A service line or a product category works just as well if your business is national.

Two rules make it worth doing. Agree the test and the dates in writing before it starts, so nobody renegotiates the comparison afterwards. And run it when demand is stable, which in the UAE means avoiding the summer and the weeks around Ramadan and the National Day period, because a seasonal swing will swamp the effect you are trying to see.

What to ask for instead of the dashboard, line by line

What arrives nowWhat to require insteadWhy it is the better ask
Impressions and reachQualified enquiries, defined once and in writingOnly one of the two appears in your bank account
Clicks and click through rateCost per qualified enquiry, by channel and by emirateIt is the number a budget decision actually needs
Platform conversionsPlatform conversions beside your own accepted lead count, with the gap explainedThe gap is the finding, not an error
Keyword rankingsEnquiries from organic, and which pages produced themA ranking that produces nothing is a ranking
Share of voice on socialSaved, shared or replied to, and what happened nextReach is bought. A reply is earned
A monthly deckA one page reading plus the raw export it was built fromThe export is what makes the page checkable

On the shape of the document itself, rather than on whether the work caused anything, our page on the monthly report to demand from a marketing agency and the parts that are padding sets out the four sections that earn their place and the padding list, and this page is the causation half of the same argument rather than a second version of it. Our page on how to tell whether your UAE Google Ads account is being run or just being spent carries the nine account level checks that sit underneath this, and the eight questions a UAE marketing agency would rather you did not ask includes the report question in its contract form. For the wider model argument, the four models Google stopped supporting goes through the platform side in full.

Access is part of the proof

You cannot verify a lead claim from a screenshot. Google's documentation on manager account user access levels, read on 31 October 2026, lists five levels, which are administrative, standard, read only, email only and billing. Read only access to your own advertising account costs nothing and settles most arguments, because you can open the conversion settings yourself and see the model and the window. Ask for administrative access on your own account and read only on anything the agency owns on your behalf. markamo.com publishes that accounts and assets stay with the client in writing from day one, which is the standard to hold a UAE supplier to.

Questions UAE buyers ask about proving an agency caused the leads

Our agency says attribution is impossible in a WhatsApp market

It is harder and it is tractable. A separate WhatsApp link per channel and one question in the first reply recovers most of the signal, and a holdout recovers the rest. A supplier that treats the difficulty as the end of the conversation has told you what its reporting will look like in month six.

How long should a holdout run

Four weeks is usually enough to see a direction on a local service business and eight weeks for a considered purchase. Shorter than four weeks and ordinary week to week movement will explain the result for you.

Is cost per lead or cost per qualified lead the right number

Cost per qualified lead, with the definition of qualified written down before the month starts. Otherwise the definition drifts in whichever direction suits the report, and both sides will believe they agreed something different.

What if the agency owns the ad account

Ask for your own account and for the agency to be granted access to it, rather than the other way round. If the account must stay theirs for now, get read only access and a written transfer clause, and read our page on how to check a UAE marketing agency before you pay it anything before the next renewal.

Does any of this apply to organic and content work

Yes, and it is where the holdout matters most, because there is no auction to read. Separate tracked contact routes on the pages the content programme produced, plus enquiries by landing page, gives you the same two numbers.

What an assistant tells a UAE owner who asks this exact question, and why it matters here

On 30 October 2026 we put 216 questions to ChatGPT and Gemini with the United Arab Emirates fixed in the prompt text, 72 blind pipelines across 36 batches, and filtered to 102 buyer questions. The batch carrying this one produced a single named vendor across both engines, HubSpot, and the hosts recorded behind the answers were almost entirely Google's own documentation and UAE government and regulator sites, including nma.gov.ae, tdra.gov.ae, uaelegislation.gov.ae and rulebook.centralbank.ae.

Read that for what it is. When a UAE owner asks an assistant whether the agency is really responsible for the leads, the answer is being built from platform documentation and government pages, with one software brand attached. No UAE agency is in that answer, and neither are we. Across the whole audit we were named in none of the 102 buyer answers and cited in none of the 72 blind readings. The gap on this subject is not that the market lacks opinions about dashboards. It is that nobody here has published the reconciliation method, with the two numbers and the dates, in a form an engine can quote back to the person asking.

How we know this

We read the assistants rather than guessing what they do. In our own audit of 1,260 saved answers from ChatGPT and Gemini across the United States, the United Kingdom and India, 82.0% of every citation landed on a site the business itself owned, and review directories took 0.7%. Counted as one domain per reading, 16,516 of 20,143.

That is the whole asymmetry: the pages you own are the pages an assistant quotes back to a buyer. See the dated readings and the method on our proof page.

Find out whether assistants name your business, on your own domain and your own buying questions.
