The smallest Google Ads budget worth running in Singapore, and the four published minimums that are not Google's
Google sets no minimum spend and does publish a spending ceiling, so the real floor in Singapore comes from your click price, your agency's minimum and the grant route that closed on 29 September 2026.

Google sets no minimum spend on Google Ads. What it sets is a ceiling, and it publishes it precisely: on its Singapore edition help page about average daily budgets, read 27 October 2026, Google states that you will never pay more than your daily spending limit, which it gives as two times your average daily budget for most campaigns, on any particular day, or your monthly spending limit, which it gives as 30.4 times your average daily budget for most campaigns, in any particular month. Its sibling page tells you that if you are working with a monthly budget you divide that number by 30.4. So the floor in Singapore is not Google's. It is set by four other things, three of which are published by somebody with an interest in the answer, and this page separates them.
The four published Singapore minimums, and who set each one
| Minimum | Figure, read 27 October 2026 | Who it protects |
|---|---|---|
| Google's own | None. Google publishes a daily cap of two times your average daily budget and a monthly cap of 30.4 times it, and no floor at all | Nobody. It is simply an auction you can enter at any size |
| The data minimum | 2Stallions publishes a rule of a daily budget of at least ten times the average cost per click, and prints the arithmetic as SGD 5 times 10, giving SGD 50 a day, times 30.4, giving SGD 1,520 a month | You, because it is the point at which the account has enough clicks to be read |
| The agency minimum | Best SEO Singapore states a minimum ad budget of $2,000 per month on its own rate card, with the ad budget billed by Google directly. Marketing Agency Singapore states that most SEM agencies in Singapore require a minimum monthly ad spend of SGD 2,000 to SGD 3,000, and puts the combined total with fees at at least SGD 3,000 to SGD 5,000 | The agency, because small accounts cost the same to run as medium ones |
| The test minimum | Mapletree Media states there is no official minimum and that many advertisers start with daily budgets of about SGD 30 to SGD 70, and that SGD 500 can be enough for a very small, tightly targeted test | You, if the test is designed as a test rather than as a campaign |
Lay those four over each other and a Singapore picture appears. Google will take SGD 10 a day. Your data will not tell you anything at SGD 10 a day in a category where clicks cost SGD 5. Most Singapore agencies will not take the account at that size. And a genuine SGD 500 test is a legitimate purchase as long as you decided in advance that its output is a yes or no answer rather than a pipeline.
Work out your own floor from your own click price
The ten times rule above is the only published Singapore minimum with arithmetic you can reproduce, so reproduce it with your own number rather than with SGD 5.
- Find your sector's published click range. Marketing Agency Singapore's October 2026 index gives volume weighted top of page bids from S$1.98 for food and beverage and catering to S$56.92 for tuition and enrichment. 2Stallions gives average search clicks of SGD 0.50 to SGD 2.00 in retail and ecommerce and SGD 4.50 to SGD 12.00 in finance and insurance. Mapletree Media gives a single band of SGD 1.50 to SGD 6.00. Take the one closest to your category and read it as a range, not a price.
- Multiply the top of that range by ten. That is your daily floor in Singapore dollars.
- Multiply by 30.4. That is your monthly floor, using Google's own conversion factor rather than 30 or 31.
- Add the management cost if somebody else is running it. Marketing Agency Singapore puts fees at SGD 2,000 to SGD 5,000 of spend at about SGD 600 a month minimum to about SGD 1,000, roughly 20 per cent of spend. Best SEO Singapore publishes $2,000 a month or 20 per cent of ad spend.
- Add 9 per cent if your company is not GST registered. IRAS states the current GST rate as 9 per cent on its GST basics page, read 27 October 2026. For a registered company it is input tax. For an unregistered one it is cost.
A corporate secretarial firm in Singapore working from the accounting and corporate secretarial row of that index, which runs S$5.70 to S$31.14, gets a very different answer from a cafe working from the food and beverage row at S$1.98. Both answers are correct. That is the point of doing it with your own number.
What an estimator can tell you and what it cannot
Every Google Ads budget estimator and PPC cost estimator in this market, including Google's own forecasting inside Keyword Planner, is answering one question: at a given bid, how much volume is available. That is genuinely useful and it is not the question a Singapore buyer usually asks.
Three things an estimate cannot know about your account:
- Your conversion rate. A forecast of clicks is not a forecast of enquiries, and the gap between them is the whole of your landing page and your offer.
- Your Ad Rank. Forecast click prices assume a quality you have not yet demonstrated.
- Your tax position. No estimator asks whether you are GST registered, and in Singapore that is a 9 per cent difference in the real cost.
Use the estimator for one thing only, which it is excellent at. Ask whether the demand exists at all. If Keyword Planner shows the commercial queries in your Singapore category carrying a handful of searches a month, no budget fixes that, and the honest decision is a different channel rather than a bigger number.
Display budgets are a different decision, not a smaller one
A display budget in Singapore is cheap to spend and easy to waste, because the price per click collapses while the intent collapses with it. Read on 27 October 2026, 2Stallions puts display clicks at SGD 0.30 to SGD 1.30 across every sector in its table against search clicks up to SGD 12.00, and notes that display audiences typically have lower buying intent and are usually used for remarketing or brand awareness to support the main campaign. Mapletree Media puts display budgets at around SGD 500 to SGD 3,000 a month, mainly for remarketing and brand awareness, and Shopping or Performance Max from around SGD 800 to SGD 1,500 a month for smaller retailers.
For a Singapore business with a first budget, the sequence that wastes the least is search on your most specific queries, then remarketing to the people those searches brought, then anything else. Running display first in a market this small buys a lot of impressions from a population that is not looking for you.
The grant route changed on 30 September 2026 and several Singapore pages have not caught up
This matters to a budget page because it moves the net figure. The Productivity Solutions Grant, the Enterprise Development Grant and the Market Readiness Assistance grant under EnterpriseSG ceased on 29 September 2026, and the EDGE scheme replaced them from 30 September 2026.
Two Singapore supplier pages read on 27 October 2026 still sell against the old structure. 2Stallions' Google Ads cost guide states that eligible Singapore SMEs can use the Productivity Solutions Grant to offset digital marketing costs, that this can be combined with the SkillsFuture Enterprise Credit, and that the offset applies to agency management fees rather than the Google Ads budget. Best SEO Singapore's rate card states that its retainer rates are not grant packages and that business grant support is available on its separate IMDA Pre Approved packages, applied for on the Business Grants Portal using its quotation.
We are reporting what those pages say and we are not repeating the funding percentages they quote as if they were established, because the only place we found a percentage stated was a vendor page rather than a government one. The practical instruction for a Singapore buyer is short. If a proposal's net cost depends on a grant, ask the supplier which scheme it is naming as of today, and confirm it yourself on the government portal before the number enters your budget. A package sold as pre approved under a scheme that closed on 29 September 2026 is quoting a structure that no longer exists, however honestly it was written.
Managing the budget once it is live
- Enter the daily figure, not the monthly one. Google's field is an average daily budget. Divide your monthly commitment by 30.4, as Google's own page instructs.
- Expect the daily number to be exceeded on some days. Google states explicitly that it will optimise spend towards days more likely to get clicks and conversions, so some days will be under and some over. The caps are the promise, not the daily figure.
- Budget by campaign, not by account. The caps apply per campaign for most campaign types, so three campaigns at SGD 50 a day is a monthly ceiling of about SGD 4,560, not SGD 1,520.
- Review the query report before you raise anything. In a one city market the cheapest available increase is almost always removing the queries you are already paying for and cannot serve.
- Keep the fee and the spend on separate lines for ever. Best SEO Singapore's rate card states the ad budget is billed by Google directly and prices its own work separately, which is the shape to insist on from any supplier.
Questions Singapore buyers ask about Google Ads budgets and minimums
Is there a minimum budget for Google Ads in Singapore?
Not from Google. Google publishes a spending ceiling and no floor, confirmed on its Singapore help pages on 27 October 2026. The minimums you will meet come from your own click price, from the agency you approach, and from the size at which the data becomes readable. The published Singapore agency floors we could read sit at $2,000 a month of ad spend and at SGD 2,000 to SGD 3,000.
What is the smallest amount worth testing with?
Enough clicks to answer one question. The ten times rule gives a daily figure of ten times your average click price, which at a SGD 5 click is SGD 50 a day and about SGD 1,520 a month on Google's own 30.4 factor. A smaller test is legitimate if you define it as a test, and Mapletree Media's answer that SGD 500 can be enough for a very small, tightly targeted test is a fair description of that.
What is the average Google Ads budget for a Singapore business?
The Singapore sources that publish a band agree on roughly the same one and disagree inside it. 2Stallions says Singapore businesses typically spend anywhere between SGD 1,000 and SGD 10,000 or more a month, and names a top tier at $7,000 to $10,000 or more. Mapletree Media splits it by type, with service based SMEs at SGD 1,000 to SGD 3,000, ecommerce at SGD 2,000 to SGD 5,000 and B2B at SGD 2,000 to SGD 6,000. Kolonell's B2B page puts a serious Singapore B2B campaign at 3,000 to 20,000 SGD a month in media. All read 27 October 2026.
How accurate is a Google Ads budget estimator?
Accurate about available volume at a bid, and silent about everything that decides your result. It does not know your conversion rate, your Ad Rank or your GST position. Use it to confirm the demand exists in Singapore and then build the budget from your own margin.
Should a small Singapore budget go to search or display?
Search, on your most specific queries, then remarketing. Display clicks in Singapore sit at SGD 0.30 to SGD 1.30 in 2Stallions' sector table against search clicks up to SGD 12.00, and the price difference is intent. A small budget cannot afford to buy attention from people who were not looking.
Can a grant still reduce what a Singapore Google Ads programme costs?
The scheme a supplier names may have changed. PSG, EDG and MRA under EnterpriseSG ceased on 29 September 2026 and EDGE replaced them from 30 September 2026, so any package still described as pre approved under the old schemes is quoting something that has closed. Ask which scheme the supplier means today and verify it on the government portal before you count it in the budget.
The channel with no daily budget field
A budget is a lever, and the reason this page spends so long on one number is that the lever is real. The route by which a Singapore buyer increasingly arrives has no such lever: there is no daily figure to enter and no cap to raise when an assistant is asked to recommend a supplier in Singapore and lists three names. What moves that list is what the engines can read about you, which is why AI Knows Us measures the naming rather than selling a bid. It is the one line in a Singapore marketing budget where the work, not the spend, decides the outcome.
Before you size a budget at all, the four items that have to exist for the spend to measure anything are in our page on the minimum marketing setup for a new Singapore company. For the supplier side of the same budget, including why a Singapore enquiry form asks for your band before it gives you a figure, see marketing agency pricing in Singapore by supplier type.
