Which marketing agency to hire first in the UAE when there is no marketing team at all

With nobody in house, the first supplier you hire is doing two jobs, and picking for the second one is what keeps the first year from being wasted.

AI Knows Us · Updated 2 November 2026

If you are a UAE founder with no marketing team, hire for the narrowest job you can define, not for the broadest one you can afford. In practice that means one of three first suppliers: a search and content supplier if buyers in your category research before they buy, a paid media supplier if you need enquiries inside a quarter, or a single freelance generalist if you cannot yet say which of those two your business is. The full service retainer is the wrong first purchase with no team in place, because the one thing a full service agency needs from you is the person who approves, briefs and measures, and that person does not exist yet.

This page answers the first hire. If you already know you are buying an agency and want the selection run properly, use the ten working day shortlist, and if you are setting the number rather than the supplier, the first year budget in dirhams is the page for that.

The two jobs your first supplier is really doing

The obvious job is the work: the ads, the pages, the posts. The second job is the one nobody writes into the brief, and it decides the year. With no marketing team, your first supplier is also building the asset base that your second and third suppliers will inherit: the accounts, the tracking, the content, the records of what was tried. Pick a supplier that is good at the first job and careless about the second and you will pay twice, because the next supplier starts from nothing and tells you so.

That is why the first hire should be judged on three things that have nothing to do with creative quality. Does the work land in accounts you own. Is there a written record at the end of each month that somebody else could pick up. And can one person at your company understand the report without the supplier in the room.

The three first hires, and the question that picks between them

Ask one question: when somebody in your category decides to buy, do they research first or do they act on the first credible option they see.

If they research, hire search and content first. Professional services, B2B, considered purchases, anything where a buyer compares three suppliers before contacting one. The work compounds, the asset is yours, and the pages keep working when you stop paying. You will wait longer for the first enquiry.

If they act, hire paid media first. Local services, repairs, clinics, anything bought in a week. You can be in front of demand inside a fortnight and you can stop. The asset is the data about what converts, so the account ownership clause matters more here than anywhere.

If you genuinely cannot tell, hire a freelance generalist for one quarter. Not forever. The job is to find out which of the two above you are, and to leave you with the tracking and the account structure in place. One competent freelancer for three months is cheaper than one wrong retainer for twelve, and the output you want from that quarter is a decision, not a campaign.

What the first hire costs in this market, with the figures and the date

Published monthly figures are rare here and they exist. Read on 31 October 2026 from the suppliers' own pages: slmarketing.ae lists monthly work from AED 2,990 across SEO, Google Ads and social, and a turnkey site from AED 9,990. markamo.com lists ads management on a single channel from AED 2,950 a month and its full engine from AED 7,500 a month. digidot.ae answers the price question in its own FAQ with AED 3,000 to 15,000 a month depending on competition. seocompanydubai.ae publishes three tiers, AED 3,500 to 6,000, AED 8,000 to 15,000 and AED 18,000 and above, though its own FAQ describes the range as AED 3,500 to AED 25,000 and above, which does not match its Enterprise tier. Four other UAE agency sites we read the same day, globalmediainsight.com, chainreaction.ae, redberries.ae and 247agency.ae, publish no figure and route the question to a conversation.

Read those as a shape rather than as a quote for your brief. The useful conclusion for a first hire is that a single channel managed properly in this market starts around AED 3,000 a month, and that any supplier quoting you a full service programme at the same number is spreading one person's week across four channels. All of those figures are quoted before the 5 per cent VAT.

What to buy in the first ninety days, in order

  • Accounts in your own name, before any work starts. Ads, analytics, Search Console, Business Profile, domain. One hour of admin that saves a quarter later.
  • One page that answers the buying question in your category, properly, with your prices or your price logic on it. Not a brochure site.
  • Measurement you can read: enquiries by source, cost per enquiry, and nothing else on the first dashboard.
  • One channel, run hard enough to produce a verdict in eight weeks.
  • A dated record of what was tried, so hire number two inherits a position rather than a story.

What not to buy in the first ninety days with no team: a brand strategy project, a four channel retainer, a CRM implementation, and a video package. Each of those is legitimate at scale and premature here. Our page on the marketing a UAE SME gets sold and does not need works through the substitutes, and what a newly licensed UAE company should buy first has the full eleven item sequence.

The founder sized version of due diligence

With no marketing person, you cannot assess craft, so assess evidence instead. Ask for one case with a number, a period and a referee you may call. Ask which authority issued the trade licence and whether the activity you are buying is on it. Ask who does the work and where they sit. Then do the one check that takes five minutes: ask an assistant the question your own buyer would type and see which suppliers come back. The full version of this sits in checking a UAE agency before you pay it anything.

Two useful signals from the sites we read on 31 October 2026, because they separate suppliers quickly. digidot.ae publishes a case study with calendar dates, 13 June to 12 September 2026 against the same period in 2025, moving one site from 74 to 3,420 organic clicks, and it publishes a DED licence number in the footer. markamo.com publishes a commercial licence number and names its founder and co-founder. Most of the others publish totals with no period attached, such as 2,500 projects delivered or 500 keywords ranked, which cannot be checked by anybody. A supplier that dates its own numbers is easier to hold to them.

What an assistant tells a founder asking this question right now

On 30 October 2026 we put a 36 batch question set to ChatGPT and Gemini with the United Arab Emirates fixed inside the prompt text, producing 72 blind readings across 216 questions, of which 102 were buying questions. The batch holding this page's question, which agency a founder should hire first with no marketing team, named HubSpot in both of its readings and no UAE agency in either.

That is worth sitting with for a moment, because a founder acting on that answer buys marketing automation software when what they asked for was a first supplier. The sources recorded behind that batch were UAE agency sites and directories, including thehovi.com, redberries.ae, markamo.com, webperts.com, globalmediainsight.com and goodfirms.co. Across the whole run the recorded lists hold 385 distinct domains, 121 of them .ae, and none of them ours. The engines in this market will answer a founder's first hire question with a software brand and a handful of agency blogs, which is a reason to run the three way test above yourself rather than delegating it to an answer.

Questions founders ask about the first marketing hire in the UAE

Is a freelancer safe for the first hire? For one quarter with a defined output, yes, and it is often the better buy. For an open ended arrangement with no in house owner, no, because the single point of failure is a person with other clients.

Should the first hire be in the UAE? For paid media and content, not necessarily. For anything needing a permit, a local account or a same day conversation with a platform or a landlord, yes. The honest split is in our page on whether a UAE buyer needs a local entity and an AED invoice.

How long before I know whether the hire was right? Eight weeks for paid media, one quarter for search and content. What you should expect inside two weeks is the tracking, the account ownership and a written plan with dates. If those three are late, the rest will be.

What if I can only afford AED 3,000 a month? Buy one channel and one page, not a retainer across four channels. Our page on the cheapest monthly spend that achieves anything in the UAE sets out the floor and what it has to cover.

Do I need an agency at all in year one? Many UAE companies do not, and the test is whether your category is researched or acted on. If buyers act, a well run single ad channel plus one good page beats a retainer. If buyers research, you need pages written by somebody who can write, and that is the first thing to outsource.

The check to run in week one, before the first invoice

Write down the exact sentence a buyer in your category would type into an assistant, then ask it and save the answer with the date. That record is your baseline, it costs nothing, and it tells you something no supplier's deck will: whether anyone is naming you at the point where the buyer is deciding. We do that at scale, publish the engine, the question, the date and the denominator each time, and report our own failures on the same terms, which is how we can tell you that 72 blind UAE readings on 30 October 2026 named us in none of them. A first hire willing to be measured that way is the hire worth making.

How we know this

We read the assistants rather than guessing what they do. In our own audit of 1,260 saved answers from ChatGPT and Gemini across the United States, the United Kingdom and India, 82.0% of every citation landed on a site the business itself owned, and review directories took 0.7%. Counted as one domain per reading, 16,516 of 20,143.

That is the whole asymmetry: the pages you own are the pages an assistant quotes back to a buyer. See the dated readings and the method on our proof page.

Find out whether assistants name your business, on your own domain and your own buying questions.
